[김일웅 기자 = 경기북부/강원] “이제 수원은 특례시에 맞는 도시안전망 구축이 필요하다. 인적자원과 사회 인프라, 첨단 ICT기술을 도시 인프라 구축과 운영에 적용함으로써 지속적인 경제발전과 삶의 질 향상을 이루는 스마트시티가 원활하게 운영되도록 통합 플랫폼을 구축해서 24시간 안전한 도시로 만들어야 한다”  

지난 4월 1일 김상회 수원시장 예비후보(전 청와대 행정관)가 경기도의회에서 열린 의원역량강화 세미나에서 수원특례시에 걸맞는 ‘스마트시티 안전통합플랫폼’의 필요성과 함께 기대감을 표시했다고 밝혔다.  

이날 토론회에서 주제발표를 맡은 나인수 교수(인천대학교 도시건축학부)는 인천광역시 사례를 중심으로 한 스마트 안전통합플랫폼을 소개하고 “스마트시티 구현은 아직 갈 길이 멀지만 기술 발달 속도가 빠르다. 하지만 현장에서는 교육, 육아, 복지 등의 신기술 접목 수요가 더 높은데 지자체에서는 보다 큰 기술을 위주로 도입하려는 경향이 있다”며 현실을 지적했다.  

이에 대해 김상회 후보는 “스마트시티 안전통합플랫폼을 제대로 구현하기 위해서는 무조건적인 기술수용보다는 적용지역의 특성을 고려해야 한다”며 나 교수의 지적에 동의하고 수원특례시에 맞는 통합플랫폼 구축을 위한 면밀한 검토가 동반돼야 한다며 의견을 내놨다고 했다.  

지역차를 고려한 기술접목을 강조한 김상회 후보는 자신의 공약인 ‘24시 안전도시 완성’을 위해 이날 토론이 상당히 의미 있었다며 나 교수에게 고마움을 내비쳤다고 전했다. 

한편 김상회 수원시장 예비후보는 군공항 조기 이전 및 K-실리콘밸리 구축, 청년창업복합문화센터 (수원역) 설립, 맞춤형 일자리 컨트롤타워, MICE 기반 수원국제문화도시 도약, 환승센터 조기 신축(화서역, 영통역), 시내버스 완전공영제, 생애 주기별 맞춤 복지 등을 공약으로 내세우고 있다고 전했다.

김 후보는 문재인 대통령을 보필해 ‘청와대 대통령비서실 자치발전비서관실 행정관’을 역임한 지방자치 전문가이며, 현재 대한민국특례시시장협의회 특별보좌관, 수원특례시발전연구소 소장으로 활동하고 있다고 했다. 

안룡초등학교, 수원중학교, 수원공업고등학교 건축과, 서울신학대 신학과를 졸업했으며, 경기대 일반대학원 행정학 박사과정을 수료했다고 했다.

한국민예총 수원지부장, 원천천물사랑시민모임 대표, 경기국제인형극제 집행위원장·총감독, 녹색자치경기연대 상임대표 등 거쳐 2010년 경기도의회 의원, 더불어민주당 경기도당 정책실장, 제19대 대선 경기도국민주권선대위 전략기획실장, 제20대 대선 더불어민주당 경기도당 선대위 선거대책본부 공동부본부장 등을 역임했다고 전했다.
