[김일웅 기자 = 경기북부/강원] 오는 3월 17일 오전 10시 30분부터 환경부 원주지방환경청은 영월군 영월읍 문산2리에서 생태복원사업 착공식을 개최한다고 밝혔다.

이날 착공식에는 최명서 영월군수, 원주지방환경청 이창흠 청장, 엄기웅 문산2리 이장과 지역 주민, 동서강보존본부 전제록 이사장 등 약 50명이 참석하며, 사업 추진 경과 소개, 테이프커팅, 현장 시찰 등의 순서로 진행된다고 했다.

이번 행사는 원주지방환경청이 동강유역 내 매수토지의 자연성 회복 및 생태 연결성 강화를 위해 지속적으로 추진하고 있는 생태복원사업의 취지를 주민에게 널리 알리고 참여를 유도하고자 마련됐다고 했다. 

사업대상지는 이전에 양어장으로 이용되었던 지역으로 폐업 후 방치되어 쓰레기 불법 투기와 소각이 수시로 이루어져 지역주민들로부터 신속한 환경정비에 대한 요청이 있었던 지역이라고 했다. 

이번 생태복원사업은 환경부의 동강유역 토지매수 정책에 따라 확보한 부지에 지역사회와 소통을 통해 주민의 의견을 적극 수렴하여 추진되는 점이 특징이라고 했다.

원주지방환경청은 지난해 사업비 약 4억원을 확보하여 영월군, 지역 주민‧단체 등과 수차례 협의를 거쳐 주변 용출수를 활용한 인공습지를 조성하며 비점오염원 저감과 생태연결성을 도모하는 동시에 주민에게 휴식 공간도 제공하는 생태복원계획을 마련했다고 했다.

참고로 동강유역 생태‧경관보전지역은 정선읍 광하리 일원에서 시작되어 영월읍 삼옥리 일원에 이르는 약 46km 구간의 하천 수면과 주변 육상지역을 포함한 약 79㎢의 면적에 해당하는 지역이라고 했다.

환경부에서는 동강유역의 생태‧경관의 우수성과 그 보호가치를 인정하여 지난 2002년 8월 9일 생태‧경관보전지역으로 지정했으며, 이후 주변지역의 토지를 매수하여 생태복원을 추진하고 있다고 전했다. 

원주지방환경청 이창흠 청장은 “앞으로도 동강유역 공동체를 이루는 지역 주민‧환경단체 등과 함께 동강 환경보전 정책을 실현해 나갈 계획”이라고 밝혔다.
