이는 코로나19 발생에 따른 정부 방역 강화 조치로 지난 2021년 7월 7일부터 9월 30일 기간 동안 시행된 집합금지·영업시간제한 방역조치를 이행하여 경영상 심각한 손실이 발생한 소기업(소상공인포함)을 대상으로 지급한다고 했다.

집합금지 대상 업종은 유흥·단란주점, 영업시간제한 업종은 식당·카페, 노래연습장, 직접판매홍보관, 목욕장, 실내체육시설, 학원, 독서실·스터디카페, 오락실·멀티방, 상점·마트·백화점 등 종합소매점(300㎡이상), PC방, 이·미용업 등 12개 업종 약 3,000개소라고 했다.
