자동차의 구조·장치의 일부를 변경하거나 자동차에 부착물을 추가하려면 차량의 안전과 공공복리 증진을 위하여 자동차 구조변경을 받아야 하지만 자동차관리법 불법구조변경 및 안전기준 위반하는 차량이 2021년 상반기에 총 447건이 적발되어 행정처분 340건, 행정지도 107건에 이르는 등 불법구조변경이 줄어들지 않고 있고, 위반사례는 등화장치 임의변경이 91건, 단순 등화고장 정비 명령 180건, 번호판 상태 불량 124건, 미승인 구조변경 14건, 기타 17건이라고 했다.
