[장선희 기자 = 경기북부] 지난 7일 동두천시는 본인서명사실확인서 홍보를 위해 시청 민원봉사과에서 소속 공무원을 대상으로 본인서명사실확인서 발급 체험을 실시했다고 밝혔다. 

본인서명사실확인서란 인감증명서와 같은 효력을 가지지만, 대리 발급이 가능한 인감증명서의 보안 취약성을 보완하고, 관할 읍·면·동을 방문하여 인감도장 사전신고를 해야 하는 민원 불편을 해소하기 위해 2012년 도입된 제도로, '본인이 전국 시·군·구 및 읍·면·동 행정청 어디든지 방문하여 서명하고 발급받는 문서'이고, 본인서명사실확인서는 인감증명서보다 안전하고 편리하게 발급이 가능하지만, 제도 홍보 부족과 고착화된 인감증명서 발급 관행으로 인해 인감증명서보다 발급실적이 미비한 실정이라고 말했다. 

이에 동두천시는 본인서명사실확인서 제도의 안착 및 발급률 증진을 위해 올해 2월부터 인감증명서를 취급하는 관할 금융기관과 등기소, 공인중개사무소, 차량 매매업소를 방문하는 등 지속적인 홍보를 실시했고, 지난 6월 7일부터는 시청을 비롯하여 각 동 행정복지센터에서 본인서명사실확인서를 발급하는 민원인들에게 홍보내용이 새겨진 핸드크림을 제공하고 있으며, 이외에도 소속 공무원들의 발급 체험을 실시하여, 업무 시 인감증명서 대신 본인서명사실확인서를 활용할 수 있도록, 제도에 대한 이해도를 높이는 등 적극적인 노력을 기울이고 있다고 했다.

이날 본인서명사실확인서 발급을 체험한 최용덕 시장은 “본인서명사실확인제도의 안착을 위해 지속적인 홍보를 실시할 것이며, 이를 통해 시민 편의 및 안전성이 증진될 수 있도록 하겠다”고 전했다.
