[김현우 기자 = 경기북부/강원] 지난 18일 동해시의회는 의회 소회의실에서 지방의회 인사권 독립에 따른 인사위원회 첫구성 및 위촉식을 개최했다고 밝혔다.  

지난달 13일부터 전부 개정된 지방자치법 시행에 따라 의회 소속 공무원의 임용권자가 지방의회 의장으로 변경되고, 독립적인 인사 운영을 할 수 있게 됐다고 했다.

인사위원회는 외부위원을 포함해 모두 7명으로 구성됐으며, 임기는 3년으로 시의회 소속 공무원의 인사 관련 심의·의결, 인사 운영에 대한 개선 권고 등의 역할을 한다고 했다.

시의회는 위촉식 후 인사위원회 첫 회의를 열고, 올해 동해시의회 인사운영 기본계획과 공무원 충원계획 등 2개의 안건을 심의했다고 전했다.

이날 김기하 의장은 위원들에게 위촉장을 수여한 후 “직장 생활의 보람과 긍지를 가지게 하기 위해서는 능력에 맞는 공평하고 공정한 인사가 제일 중요하다고 생각하며, 진정한 주민의 대표로서 전문성을 갖춘 의회가 되도록 아낌없는 조언과 역할을 다해 주시기 바란다”고 당부했다.
