자격 요건은 3년 이상 포천시 관내에 주소를 두고 기업경영활동을 하고 있는 기업체로, 기업경영 혁신을 통한 자본력 증대와 경영관리 우수기업, 기술혁신, 생산성 향상, 해외시장 개척, 근로자 복지증진과 지역경제 발전에 기여한 기업이라고 했다.

포천시 중소기업대상 수상 기업에는 인증패 및 인증현판을 수여하고 포천시 해외시장개척단 파견, 기업체 홍보물 제작비 지원 사업 등 각종 사업 신청 시 가점을 부여하는 등 다양한 혜택을 제공한다고 했다.

포천시 중소기업대상은 섬유, 가구, 금속, 식품, 기타산업부문 등 총 5개 산업부문에 대하여 시상하며, 추천권자는 읍·면·동장 및 포천상공회의소, 포천가구산업협동조합, 서울중부경편공업협동조합, 포천양문염색사업협동조합, 경기북부환편공업협동조합, 신평염색공장단지사업협동조합, 경기신용보증재단 포천지점 등 포천시 소재 중소기업관련 기관단체장이라고 했다.
