상세주소 직권 부여 제도는 도로명주소 사용 편의를 위해 소유자나 임차인의 신청 없이도 담당 공무원이 현장조사, 건물 소유자 및 임차인 의견수렴 등을 거쳐 상세주소를 부여할 수 있다고 했다.
