그동안 국가와 지방자치단체가 수차례 재난지원금, 재난기본소득 지급 등 코로나19 위기 극복을 위해 다양한 공적 지원을 하고, 민간자원을 통한 전방위적 지원을 하고 있으나, 거주지 이동이 잦고, 은폐생활을 주로 하는 외국인근로자 및 미등록이주민들을 위한 지원에는 한계가 있어, 전국적으로 방역 사각지대가 발생하고 있는 실정이라고 했다.
 

이에 동두천시는 착한일터를 통한 사회복지공동모금회 배분 사업비와 지역 유명 위생업체 ㈜무궁화유지 협찬으로, 지역사회 집단감염 예방과 국경을 넘어 어려운 시기를 함께하는 인도적 차원의 방역물품 및 생필품 키트를 제작하여, 동두천경찰서 관계 부서와 경기북부지역 외국인 커뮤니티 대표들의 협조를 얻어, 물품지원이 시급한 관내 외국인근로자 및 미등록이주민 위기가구를 조사·선별하여 우선 지원할 계획이라고 말했다.
