[김택곤 기자=정선군] 한국수력원자력의 도암댐 발전방류 재개 하려는 움직임에 정선군 번영연합회가 강도 높은 투쟁을 예고했다. 

 

평창에 위치해 있는 도암댐은 수력발전댐으로 고랭지 배추밭 토사유입 및 축산농가 폐수 유입등 수질오염 문제로 가동이 20년간 중단 되어 있었다. 도암댐은 댐이 위치해 있는 평창군, 방류가 되는 강릉시,정선군,영월군 까지 네군데의 지자체가 얽혀있다. 

 

정선군 번영연합회는 3일 성명서를 내고 강력히 규탄했다.

-한국수력원자력 도암댐 발전방류 재개 규탄 성명서-

 

정선군민을 무시하는 한수원의 일방적이고 이중적인 도암댐 발전방류 재개 행태를 강력 규탄한다.!

 

최근 한수원은 정선군민의 의견을 무시하고 도암댐 발전방류를 재개하려는 목적으로 여론몰이에 혈안이 되어 있다.

 

현재 강원도에서 도암댐의 수질개선과 합리적인 이용방안을 위해 강원도, 정선군, 강릉시, 영월군, 평창군, 한수원이 참여하는 “도암댐 수질개선 및 갈등조정 관계기관 실무 협의” 중으로 “2005년 국무조정실 제131차 국정현안정책조정회의”에서 결정한 도암댐을 홍수 조절용으로 사용한다는 결정사항을 이행하고 도암댐 수질개선 방안을 찾기 위하여 머리를 맞대기로 한 상황에서 한수원은 뒤로는 강릉수력발전소의 일방적 가동을 준비하는 이중적 행태를 하고 있다.

 

도암댐과 강릉수력발전소의 경제적 가치는 2005년 강원도와 한수원이 공동으로 연구 용역한 “도암댐 문제 해결을 위한 연구” 결과에도 강릉수력발전소의 전력생산이 2005년 당시 강릉시 연간 전력 사용량의 10%, 예비전력량의 1.29%에 지나지 않아 도암댐의 경제성이 없으며, 댐의 잔존가치는 800억 원에 불과한 것으로 한수원 스스로 연구 결과를 국무조정실에 이미 내놓고 이제와서 친환경 에너지 생산을 운운하며 발전방류 재개를 계획하는 것은 어불성설이다.

 

도암댐으로 하류 정선지역에서 입고 있는 피해 연구 산정액이 1조 3,064억 원으로 그 피해액이 댐 잔존가치를 이미 넘어버린 상황으로 이는 도암댐으로 인해 발생되는 환경적, 사회적 피해 비용이 발전방류의 경제성 보다 훨씬 크고 심각하다는 것을 말한다.

 

또한, 송천 및 남한강 생태환경 가치와 도암댐 방류수가 한강까지 흐르며 재생산되는 물의 효용 가치를 무시한 것이며, 도암댐 방류수를 농업용수와 식수로 사용할 수 밖에 없는 정선군민의 안전과 삶을 외면한 것이다.

 

2022년 도암댐 수질은 예년에 비해 악화된 것으로 조사되었다.

 

정선군에서 매월 강원도보건환경연구원에 의뢰한 도암댐 방류수 수질검사 결과 2005년 강원도와 한수원이 공동연구 제시하여 국무조정실이 결정한 수질기준인 “호소수 수질 2등급”을 총인, 부유물질, 클로로필a, 총질소가 총 23건 초과하였으며, 도암댐의 흙탕물 발생일수를 모니터링한 결과 올해 6월부터 9월까지 71일 이상 흙탕물이 발생된 것으로 나타나 도암댐의 수질개선은 이루어지지 않았다.

 

또한, 한수원은 정선군에서 군민의 안전이 담보되지 않아 사용을 반대하는 수처리 약품을 정선군 상수원 상류인 도암댐에 사용할 계획을 포기하지 않고 정선군민의 안전은 안중에도 없이 한수원의 이익만을 위한 발전방류에만 혈안이 되어 여론몰이에 몰두하고 있는 것은 정선군민의 생존권을 위협하는 한수원의 선전포고나 다름없다.

 

이에 정선군민의 생존권을 수호하기 위하여 한수원의 도발을 강력하게 규탄하며 다음 사항의 이행을 촉구하는 바이다.

 

1. 한수원은 지금 즉시 안전이 검증되지 않은 수처리약품 살포 계획과 도암댐 발전방류 계획을 즉각 중단하라!

 

2. 한수원은 도암댐에 대한 2005년 국무조정실 결정사항을 이행하여 댐의 용도는 원칙적으로 홍수조절용으로 사용하라!

 

 3. 일정한 수질개선조치와 댐 내 퇴적물 처리방안을 수립, 추진하여 근본적인 수질개선 사업을 이행할 것을 강력히 촉구한다!

 

향후 정선군민의 생존권을 위협하는 한수원의 어떠한 행태도 용인하지 않을 것이며, 만일 한수원의 도발이 계속되면 정선군민은 생존을 위하여 강도 높게 투쟁을 할 수 밖에 없으며, 이에 따른 모든 책임은 한수원에 있음을 천명하며 성명을 발표한다.
