[김준호 기자 = 동해시 ] 지난 9월3일~4일 이틀간 동해역 광장 일원에서 개최된 제2회 송정막걸리 축제는 성황리에 종료되었다. 이틀간 진행된 축제 현장을 본지 기자가 다녀왔다.

지난 9월 3일 오후2시 식전행사 시작부터 삼삼오오 무리를지어 자리를 메우기 시작한 인파가 오후 5시를 넘기면서 축제준비위원회가 마련한 전 좌석이 동이났다. 본 행사 시간인 7시무렵에 참여한 많은 시민들은 자리가 없어 식당에서 혹은 인도에 주저앉아 즐기거나, 주변을 돌며 자리가 날때까지 기다리는 진풍경을 자아냈다. 본지 기자도 2시간을 대기하다 어렵사리 자리를 차지하고 송정막걸리를 맛볼 수 있었다.

이번 제2회 송정막걸리축제를 주관한 송정막걸리축제준비위원장 이동호 동해시의회 의장을 지난 9월 4일 저녁 지역주민들과 막걸리를 나누는 현장에서 만나 즉석 인터뷰를 진행했다.

송정막걸리 축제를 추진하게 된 배경은 무엇인가?

2019년 9월 제1회 송정막걸리 축제가 개최 된 이후 코로나19 이후 3년만에 개최되었다. 지난 3년의 시간 동안 동해시 대표 축제인 무릉제를 비롯해 모든 축제가 취소되어 시민들이 함께 참여하고 즐기는 문화가 사라졌다. 이번 축제를 계기로 일상 회복을 응원하고, 송정동의 옛 명성 회복과 지역상권 활성와의 계기를 마련하기 위해 주민 주도하에 추진 되었다.

 

축제를 준비하면서 힘든점은 무었이었나?

모든 축제는 예산의 뒷받침이 있어야한다. 짧은 준비 기간에 축제 예산 마련의 어려움이 있었다. 이변 축제 총예산은 6천만원 규모이다. 송정주민자치위원회 1천만원과 송정동번영회, 송정발전협의회, 송정초총동문회, 송낙회 등 송정동 사회 단체들의 기금을 모아 준비하였다. 제3회 송정막걸리축제가 더 성대히 치뤄질 수 있도록 2023년 예산 편성에 노력 하겠다.

 

제2회 송정막걸리축제를 평가한다면?

먼저 축제장을 가득 메워주신 동해시민과 동해시를 찾아주신 관광객여러분깨 감사드린다. 또한, 이번 축제에 성원과 응원을 보내주신 송정동 주민과 지역 사회단체와 상인여러분께도 깊이 감사를 드린다. 아쉬운 점은 짧은 준비기간으로 홍보가 다소 부족했고, 협소한 주차 공간 확보도 보안해야 할 부분이다. 

 

때이른 질문이지만 제3회 막걸리축제는 어떤 형태로 기획하고자 하는가?

동해시 무릉제와 더불어 송정막걸리축제를 동해시 양대 축제로 만들고자 한다. 지역막걸리 축제가 아닌 전국의 유명 발효막걸리가 함꼐 참여하는 축제를 기획할 예정이다.  홍보를 강화해 전국 막걸리 애호가들이 찾아 올 수 있도록 규모와 컨텐츠를 다양화해 전국 규모의 축제로 발전시켜 나가고자 한다.

이번 축제가 지역 상권에 미친 영향을 살펴보기 위해 본지 기자가 주변 상가 취재를 해 본 결과 대다수 식당가와 상가들은 평소보다 더 손님들로 북적였다고 기자의 인터뷰에 응답주었다. 또한, 축제에 참여한 시민A씨는 이틀 연속 지인들과 축제에 참여하고 있다고 밝히면서 막걸리와 함께 축제도 즐길 수 있어 즐거움이 배가 되었다고 말했다.

 

타 지역 축제와 다른 점은 모든 음식은 품목별 1만원이하, 막걸리는 2천원에 구매 할 수 있도록 가격 규제를 함으로서 참가객들이 저렴하게 즐길 수 있었다. 축제에 참여한 먹거리 부스는 동해시 송정동 상인 열개, 천곡동 일원 상인이 다섯개를 운영했다. 한가지 아쉬운점은 화장실 문제로 동해 역사와 축제장 주변 식당과 상점들의 화장실을 개방했고, 축제준비위원회에서도 이동식 화장실 하나를 설치 했지만 몰려든 많은 인파의 수요를 감당하기에는 역부족이었다.
