이번 서비스 확대를 통해 납부자는 사전납부에 따른 과태료 20% 경감 혜택을 더욱 쉽게 누릴 수 있으며 고지서 훼손·분실이나 주소 변경에 따른 불편을 겪지 않아도 되고, 또한 체납자의 납부 기피 및 누락으로 증가되는 체납을 크게 줄 일 수 있을 것으로 본다고 했다. 

동두천시는 지난 7월부터 경기도 최초로 주정차위반 과태료를 모바일로 고지하는 서비스를 시행하여 과태료 납부자들에게 큰 호응을 얻고 있으며, 이를 통해 고지서 제작·발송 비용의 3분의 1을 절감한다고 설명했고, 그동안 주정차위반 과태료는 모두 종이우편으로 고지하여 송달에 최소 3일 이상이 소요되고 배송지연, 주소 불명, 폐문부재 등의 사유로 전달에 한계가 있었다고 했다.

동두천시가 도입한 ‘모바일고지 서비스’는 본인 명의의 스마트폰 가입자가 별도 신청절차 없이 간단한 본인 인증 및 동의를 거쳐 스마트폰 문자로 받을 수 있다고 전했다.

시 관계자는‘언제 어디서나 본인의 스마트폰으로 주정차 위반과태료 고지서를 받아 볼 수 있어 비대면 행정이 활성화되고 시민의 행정서비스 만족도가 향상될 것으로 보인다고’고 밝혔다.
