[김일웅 기자 = 경기북부/강원] 8월 31일 환경부 원주지방환경청은 관내 23개 시·군 개발사업 담당부서와 환경영향평가업(20곳) 등 관련 업체를 대상으로 환경영향평가 협의 없이 사전공사가 이뤄지지 않도록 준수를 당부했다고 밝혔다.

올해 상반기 동안 총 16건의「환경영향평가법」위반사항 가운데 사전공사 위반이 6건으로 전체의 37.5%를 차지, 환경영향평가 협의 과정에서 사전공사 금지를 위반한 사례가 빈번한 것으로 나타났다고 했다.

또한, 사전공사 등 주요 위반행위를 예방하고, 환경영향평가 대상 사업의 협의 이행을 유도하기 위해 불합리한 규정의 개정 등 제도개선과 관련하여 관계기관과 업계의 의견을 수렴할 계획이라고 했다.
