모집대상은 5월 24일 기준 만19~39세 이하의 청년 예비창업자(또는 사업자등록 3년 이하의 초기창업자)로 실현 가능한 창업 아이템과 사업계획이 수립된 1~3명으로 구성된 자라고 전했다.

구성원 중 청년 비율이 50% 이상인 경우 만40~45세의 미취업자를 포함할 수 있다. 최종합격자 발표 후 1개월 이내 포천시로 주소 이전이 가능해야 한다고 했다.
