[김현우 기자 = 경기북부/강원] 양주시가 지역 내 영농폐기물 불법소각 행위에 대한 집중 순찰·단속을 추진한다고 밝혔다.

그간 농촌지역에서 병해충 방제를 목적으로 관행처럼 이뤄져 온 영농폐기물 등 불법 소각행위로 인한 산불 발생을 예방하고 미세먼지 발생량 감축을 위해 단속반을 운영한다고 전했다.

2개 반 4명으로 구성된 단속반은 오는 5월까지 평일 주·야간과 주말, 휴일 관계없이 관내 전 지역을 순회하며 영농폐기물 등 불법소각 행위에 대한 집중단속을 실시한다고 했다.

주요 단속대상은 농업부산물 소각, 사설소각로 이용 생활폐기물 소각, 낙엽·나뭇가지·폐목재 등 노천 소각, 폐건설자재 소각, 논·밭두렁 소각행위 등이라고 했다.

양주시는 불법소각 행위 적발 시 폐기물관리법에 따라 100만원 이하의 과태료를 부과하고 불법소각 행위 신고자에게는 10만원의 포상금을 지급할 예정이라고 전했다.

양주시 관계자는 “영농부산물은 경작지에서 파쇄·퇴비화 과정으로 우선 처리하고 파쇄·퇴비화가 불가능한 경우 종량제 봉투로 배출하거나 일시다량 폐기물로 처리해야 한다”며 “영농폐기물 불법소각은 미세먼지를 단시간에 다량 배출하는 대기질 오염행위인 만큼 올바른 처리방법을 지켜달라”고 말했다.
