조례안에는 경기도 지역 실정에 맞는 중장기적 정책 방안을 마련하여 내실 있는 지원계획 수립, 수상레저 활동의 안전과 질서를 확보하기 위해 수상레저산업 관련 기반시설 및 편의시설 조성, 수상레저 안전감시원 운영, 중앙행정기관 및 시·군과의 협력 등에 관한 내용을 담고 있다고 했다.

김경호 의원은도민들이 편안하고 안전하게 수상레저활동을 즐길 수 있도록 수상레저산업의 활성화와 인프라 구축 지원에 필요한 사항을 규정함으로써 도민의 삶의 질 향상과 지역경제 발전에 기여하고자 한다고 말하며 조례 제정의 필요성을 강조했다고 말했다.
