등급 외 장기요양 판정을 받아 장기요양급여대상자가 아닌 경우에도 65세 도래 전과 동일한 활동지원 서비스를 제공받지만 다만, 노인요양시설 및 요양병원 등 이용자는 지원 대상에서 제외된다고 했다.
