특별조정교부금은 인구수, 도세 징수실적, 재정력 지수 등에 따라 획일적으로 산정해 교부하는 일반조정교부금과 달리 시·군의 시책을 추진하는 등 특정한 재정 수요에 충당하기 위한 예산이다.

이번에 양주시가 확보한 특별조정교부금은 3건으로 옥정중앙공원 경관개선사업 15억원, 은현~봉암간 도로 확포장공사 상수도시설 이설사업 10억원, 어린이 문화센터 건립 사업 8억원이다.

옥정중앙공원 경관개선사업은 옥정신도시 중심 공원인 옥정중앙공원 내 야간경관조명, 디자인형 편의시설 설치 등을 통한 특색있는 경관 조성으로 문화콘텐츠가 어우러진 공원을 만들고자 하는 사업으로 지역주민들의 여가 문화 환경이 개선될 것으로 기대된다.
