[장선희기자 = 경기북부/강원] 양주시는 지난 19일, 시청 상황실에서 '제5회 주정차위반 의견진술 심의위원회'를 개최했다고 밝혔다.

시 주정차위반 의견진술 심의위원회는 공무원 1명과 외부위원 6명 등 총 7명으로 구성됐으며, 불법 주·정차로 단속에 걸려 의견진술서와 증빙서류를 제출한 민원에 대해 처리 기준에 따라 과태료 면제여부를 결정한다고 했다.

과태료 부과 사전통지를 받은 경우 처분이 부당하다고 생각되면 의견제출 기간 내에 의견진술서를 제출할 수 있다고 했다. 

처분에 불복할 경우 60일 이내에 이의 신청서를 제출하면 관할 법원으로 송부해 과태료 재판을 받을 수 있다.

차량 고장, 응급환자 치료, 장애인 승하차 등 부득이한 사유가 인정될 경우 심의를 통해 과태료 부과 면제를 받을 수 있다고 전했다.

심윤정 차량관리과장은 “접수된 의견진술서와 증빙서류는 처리 기준에 따라 과태료가 면제되기도 하나, 부과되는 경우에는 사전납부기간이 지나 20% 감경의 기회를 놓칠 수도 있다”며 “최근 추가된 불법 주정차단속 사전문자알림서비스 내 인근 공영주차장 안내링크를 활용하여 불법주차 예방에 적극적인 협조를 바란다”고 전했다.

양주시는 코로나19 감염 확산세가 둔화되면서 시민들을 대상으로 올바른 주차 질서를 유지하고자 캠페인 활동을 시작했으며 고정식 주차단속 CCTV, 주정차금지표지판 확충 등 선진 주차 문화 확산을 위해 힘쓰고 있다고 밝혔다.
