[김현우 기자 = 경기북부/강원] 이흥규 국민의힘 양주시장 예비후보는 시장에 당선되면 임기 내 경제자유구역 지정은 물론, 다수의 국내외 대기업 유치 성사가 목표라고 밝혔다. 

이흥규 예비후보는 19일 오전 11시 광사동 선거사무소에서 개최된 공약 실행 로드맵 제시에서 '경제자유무역 지정 및 운영에 관한 특별법'은 일반법에 우선하기 때문에 각종 규제법을 풀지 않아도 국내외 투자 유치와 기업 설립을 빠르고 손쉽게 진행할 수 있다고 설명했다.

이흥규 예비후보의 설명에 따르면, 시장 당선 즉시 시청 내 ‘경제자유구역 추진 T/F팀’을 구성하고, 동두천시에 공동 추진을 제안할 예정이라고 전했다. 

과거 2000년대 초 경기도가 양주와 동두천 일대를 경제자유구역과 비슷한 형태의 ‘국제자유도시’로 개발할 계획이었으나 무산된 바 있다. 동두천시와 협의가 잘 이루어질 경우 공동으로 내년 초쯤 ‘경제자유구역 기본구상 및 개발계획 용역’에 착수할 계획이라고 했다. 

세부 계획 수립 후, 시민공청회 등 의견수렴 과정을 거친 후, 경기도를 통해 산업통상자원부에 경제자유구역 지정 신청서를 제출할 것이라고 설명했으며, 이는 법 상 광역자치단체장이 신청하도록 되어 있기 때문이다. 이러한 과정이 순탄히 진행될 경우, 빠르면 2년 이내 지정도 가능할 것으로 내다봤다고 했다.

한편, 동두천시 뿐만 아니라 경기북부 시·군의 추가 참여를 통해 더욱 넓은 지역이 지정될 수 있도록 하는 등 철저한 준비과정을 거쳐 성공적인 경제특구로 출발한다는 전략이라고 했다.

또한, 이흥규 예비후보는 이미 밝힌 바와 같이 양주경제자유구역 지정의 필수 조건인 핵심전략산업으로 AI(인공지능), IoT(사물인터넷), 드론, 로봇, 빅데이타, 클라우드 서비스 등 ICT(정보통신기술) 융복합 스마트 기술을 지목했으며, 이 기술을 활용하여 도시 전체를 스마트시티화(化)하고, 농촌지역의 재래농가는 생산성이 월등히 높은 첨단 스마트팜으로 전환한다는 계획이라고 전했다.

이흥규 예비후보는 “양주경제자유구역은 양주테크노밸리, 은남일반산업단지를 포함 6개 지역 약 300만 평 대지에 10년간 1조 원 정도가 투자되는 규모”라고 설명하면서, 이를 통해 “10만 세대 20만 명을 계획인구로 잡고 있다. 아직은 목표에 불과하지만 시민들과 함께 노력한다면 반드시 그 이상의 성과를 거둘 것”이라며 자신감을 나타냈다.
