최초 발견자 주영상 상사는 지난 2월 15일 17시 21분 경, 승진훈련장 임무수행을 하던 도중 인근 마을 펜션에서 하얀 연기가 피어오르는 것을 식별했으며, 이를 화재 상황이라고 직감한 주 상사는 해당 장소로 신속히 이동하여 현장을 확인하고, 곧바로 119에 신고했다고 했다.

이어 승진훈련장 관리반으로 함께 임무수행을 하고 있는 김동윤·이민우 원사, 허진수·장우성 상사에게 연락했으며, 신속히 현장으로 달려온 김 원사 등 4명의 간부는 119소방대원 도착 시 화재 진압을 원활히 할 수 있도록 주변 교통 통제를 실시하고, 진입 방향 안내를 위해 대기했다고 했다.
