양주시 지역 내 전체 등록장애인은 2021년 3월 기준 12,449명이며, 이중 지적장애인은 1,109명(9%)으로 각 읍면동 행정복지센터 공무원이 대상가정, 거주시설 등에 직접 방문해 거주환경, 생활실태 등을 조사하는 방식으로 진행한다고 했다.

현장조사 시 학대행위가 의심되거나 발생한 경우 가해자로부터 피해자를 즉시 분리하고 양주시와 인권위원회에 긴급 조치를 요청할 예정이라고 전했다. 

양주시 관계자는 “이번 전수조사를 통해 지적장애인의 인권침해 사고를 선제적으로 예방하고 차별과 편견없이 안전하게 생활할 수 있는 복지도시로 나아갈 수 있도록 노력하겠다”며 “학대위험에 놓이거나 경제적으로 어려운 지적장애인을 발견한다면 읍면동 행정복지센터로 연락해 알려달라”고 당부했다.
