[김현우 기자 = 경기북부/강원] 양주시가 지역 내 민관군 상생을 위한 협력방안을 모색하기 위해 분야별 전문가 집단과 머리를 맞댔다고 밝혔다.

 

지난 22일 양주시는 시청 상황실에서 ‘양주시 정책자문위원회’와 ‘군과 지역사회발전연구회’가 공동으로 주관한 2022년 상반기 양주발전방안 연구과제 세미나를 개최했다고 전했다.

 

이날 세미나에는 김종석 시장 권한대행, 간부공무원, 소성규 위원장, 김진 회장, 각계 전문가 등 30여명이 현장에 참석했으며, 부득이하게 현장에 참석하지 못한 김선주 경기대 교수 등 전문가 3명은 온라인 영상회의로 참석했다고 했다.

 

이번 세미나에서는 2022년 상반기 양주발전방안 연구과제인 ‘군과 지역사회 발전을 위한 군 유휴지 활용방안’, ‘헬기소음 실질보상을 위한 「군비행장·군사격장 소음방지 및 피해보상에 대한 법률」개정방안’을 주제로 두고 토론을 진행했다고 했다.

 

허훈 대진대 교수의 ‘민군갈등 관리방향’을 주제로 한 기조 강연을 시작으로 학계 전문가의 주제발표와 각계각층을 대표한 토론자가 참여한 종합토론으로 진행됐다고 했다.

 

‘군과 지역사회 발전을 위한 군 유휴지 활용방안’을 주제로 발표한 김선주 교수는 광적면 가납리 비행장의 군 유휴지를 시유지와 교환을 통한 사용권한 확보 후 부지 이용방안 검토할 것을 제안했다고 했다.

 

윤익준 대구대 연구교수와 강한구 국방혁신연구센터장은 일본을 사례로 들며 ‘헬기 소음 보상을 위한 군용비행장·군사격장 소음방지 및 피해보상법 개정방안’에 대해 발표했다고 전했다.

항공기 소음의 측정방법과 정부의 소음측정 지표를 소개하며 소음측정 지표의 변경 필요성과 지표 변경 시 소음피해구역에 미치는 영향, 측정단위 변경 시 피해보상법은 어떻게 개정돼야 하는지에 대해 조사분석한 결과를 상세히 설명했다고 했다.

 

각 주제발표 이후 진행된 종합토론에서는 신상화 한국주거환경학회장과 강남기 한국입법정책연구원장, 류시균 경기연구원 연구위원, 고대유 대진대 교수, 최진웅 법무사, 정원희 건양대 교수가 참여해 연구과제의 완성도 높은 추진을 위한 다양한 의견과 제언을 제시했다고 했다.

 

양주시는 세미나 결과를 반영해 추후 과제 추진에 적용할 수 있는 실행 가능성을 면밀히 검토하고 사회통합 기반 민관군 협력 거버넌스 구축에 박차를 가할 계획이라고 전했다.

 

양주시 관계자는 “오랜 기간 군과 주민들이 갈등을 빚었던 군사시설 설치에 따른 주민 손실보상 방안에 대해 다양한 분야의 전문가들로부터 의견을 들을 수 있는 뜻깊은 시간이 됐다”며 “양주시의 민군협력과 사회통합 문제를 해결하기 위해 각계 인사들의 의견을 적극 수렴해 모두가 공감할 수 있는 정책을 마련해 나가겠다”고 말했다.

 

한편 양주시 제9기 정책자문위원회는 지난 2020년 8월 구성돼 2년의 임기 동안 양주시 발전 방향을 제시하고 주요정책 연구개발, 학술심의, 시책사업 등에 대한 자문활동을 펼치고 있다고 전했다.

 

특히 양주시 각 부서에서 제안한 연구과제에 대해 분야별 전문위원이 심층 연구를 수행하며 시정 현안 분석과 함께 깊이 있는 전략적 결과물을 도출하는 등 각종 정책수립 시 자문역할을 수행하고 있다고 했다.
