양주시는 그간 지방보조사업자와 업무담당자를 대상으로 보조금 집행·관리에 대한 집합교육을 실시해왔으나 일회성 교육이 갖는 한계성과 교육대상자 전원 참석의 어려움으로 교육 목적 달성에 어려움을 겪어 왔다고 전했다.

이에 코로나19 감염 예방과 집합교육의 시간적·공간적 한계 극복을 위해 전문 교육기관에 위탁, 모바일과 PC로 접속 가능한 온라인 교육을 추진한다고 했다.

교육 커리큘럼은 지방보조금에 대한 이해, 지방보조금 사업자 선정과 교부신청, 지방보조사업자 수행과 정산, 공공재정 환수 등 보조금 교부신청부터 정산에 이르기까지 지방보조사업 전반으로 구성했다고 했다.

양주시 관계자는 “지방보조금 부정수급에 대한 경각심을 고취시키고 부정수급을 선제적으로 방지할 수 있도록 보조사업자의 교육을 의무화할 것”이라며 “보조금이 부적절하게 집행되거나 낭비되는 일이 없도록 체계적인 관리강화에 힘쓰겠다”고 말했다.
