[김현우 기자 = 가평] 가평·연천·강화·옹진군이 지방자치분권 및 지역균형발전에 관한 특별법안의 핵심인 기회발전특구지정과 관련해 국회소통관에서 공동기자회견을 갖고 군 단위 수도권 인구감소지역에 대한 예외조항 신설을 촉구했다고 12일 밝혔다.

이들 지자체는 수도권이라는 이유로 인구감소지역을 기회발전특구 지정대상에서 제외하는 것은 역차별이자 정부의 지방시대정책에도 역행하는 것이라며 법안수정을 강력하게 요구했다.  

지난 11월 1일 국무회의에서 기획발전특구와 교육자유특구 지정 및 지원등과 관련한 내용을 담은 '지방자치분권 및 지역균형발전에 관한 특별법안'을 의결했다. 

기회발전특구는 지자체와 기업의 협의에 따라 지정하는 지역으로 시도지사가 신청해 산업통상자원부(지방시대위원회 심의의결)거쳐 지정 운영된다. 

특구에 투자하는 개인 또는 법인은 조세특례제한법, 지방세특례제한법 등에서 정하는 바에 따라 세제 감면 혜택을 받을 수 있다.

이 법안에서 수정법상 수도권을 특구지정대상에서 제외하면서 수도권 내 인구소멸지역으로 지정된 가평군 등 이들 지자체에서는 또 다른 역차별 논란으로 주장하며 강력하게 법안 개정을 요구하고 나섰다.
