[김현우 기자 = 경기북부/강원] 12월 6일 동해시의회는 제313회 동해시의회 제2차 정례회 제6차 예산결산특별위원회를 개최했다고 밝혔다.

이날 개최된 제6차 예산결산특별위원회에서는 미래전략과, 관광과, 해양수산과 소관 2022년도 세입·세출예산안을 심의했다고 전했다.

예산결산특별위원회는‘묵호 수변공원 주차빌딩 건립사업’에 대한 여론을 파악하고자, 미래전략과 세입·세출예산안에 대한 본격적인 심의에 앞서 주민 의견 청취의 시간을 가졌으며, 이 자리에 출석한 묵호동 주민은 주차타워의 실효성, 조망권, 효율성을 따져보고 대안을 마련해 줄 것을 건의했다고 했다.

이창수 의원은 “묵호 주변 관광지의 주차장 조성 필요성에 관한 공감대는 형성되었으나 경관 조망권과 입지선정에 있어 이견이 있는 것으로 보인다. 대규모 신규사업 추진시에는 국·도비 신청 전에 공론화 과정이 반드시 필요하다”고 촉구했다.

최석찬 의원 또한 “주차빌딩 건립사업이 주민설명회 등은 거쳤으나 주민 의견 청취나 수렴 과정이 충분치 못했던 것 같다. 향후 사업 추진 및 이용에 불편함이 없도록 부지 주변 각종 여건을 종합 분석하고, 주민 요구사항을 최대한 수용하여 묵호 수변공원이 묵호권역 관광 거점 역할을 하는데 기여해야한다”고 독려했다.

임응택 의원은 “무릉별유천지, 도째비골 스카이밸리 등 사업이 초기에는 투자 대비 수익률이 저조하더라도, 지역의 신성장동력으로 거듭날 수 있도록 장기적 안목으로 적기에 과감한 투자를 할 필요성이 있다”고 주장했다.

박남순 의원은“심각한 기후 위기 대응을 위한 탄소중립시대가 도래하였다. 동해시가 미래 지향적이고 고부가 가치를 창출하는 수소 산업의 중심지로 도약할 수 있도록 전략적으로 대응해야한다”고 요구했다.

이정학 의원은 “본격적인 운영에 들어간 무릉별유천지의 안전관리에 각별한 주의를 요하며, 명실상부한 복합체험 관광단지로 거듭나기 위해서는 국·도비 확보 및 민간자본 유치를 위한 중·장기적 전략이 절실하다”고 요청했다.

박주현 의원은 “무릉별유천지는 동절기 수입원 증가를 위한 심도있고 다각적인 고민이 절실하며, 야간경관 명소화사업 추진으로 무릉별유천지가 관광객 뿐만 아니라 시민들의 휴식공간으로 거듭날 수 있도록 최선을 다해주길 바란다”고 당부했다.

예산결산특별위원회 최재석 위원장은 “시의회는 시민들의 생생한 목소리를 낮은 자세로 경청해야하는 대의기관이다. 주차빌딩 건립사업과 관련하여 한쪽 편 주장만 들을 수 밖에 없었던 상황에는 아쉬움이 있지만, 위원회에서 직접 의견을 청취하고 시민과 소통할 수 있는 의미있는 시간이었다”고 밝혔다.
