명륜2동 주민자치센터 별관은 지난 1995년 분동 이후 다변화된 행정환경과 주민자치 프로그램에 대한 주민 수요 등을 수용하기 위해 건립됐다고 했다.

사업비 9억 5천 7백여만 원이 투입돼 동 행정복지센터 부지 내에 건축 연면적 1,439㎡, 지상 2층 규모로 지어졌으며, 1층 임산부휴게실을 포함해 앞으로 주민자치 프로그램 운영 장소로 활용될 예정이라고 전했다. 

원창묵 원주시장은 “다양한 프로그램을 통해 명륜2동 주민들의 삶의 질을 높이는 참여와 공유의 중심이 되기를 바란다.”라고 말했다.
