[김일중 기자 = 경기북부/강원] 지난 10월 21일 양주시는 폐기물 배출 사업자와 관계 공무원을 대상으로 ‘올바로시스템 사용자 비대면 교육’을 실시했다고 밝혔다.

올바로시스템은 폐기물 배출부터 처리까지의 전 과정을 인터넷을 통해 실시간으로 관리하는 종합관리시스템이고, 이번 교육은 투명한 폐기물처리에 대한 중요성을 상기시키고 폐기물 배출사업장의 올바로시스템 사용 미숙으로 인한 과태료 부과 등 경제적 불이익을 예방하기 위해 마련되었으며, 코로나19 확산 방지를 위해 온라인 비대면 교육으로 진행, 모바일과 PC를 이용해 장소 제한 없이 접속이 가능하도록 추진했다고 전했다.

폐기물을 배출·운반·처리하는 모든 사업장은 폐기물관리법에 의거 매년 2월말까지 올바로시스템을 통해 전년도 폐기물 발생 및 처리 현황을 관할 행정기관에 제출해야 하며, 이에 교육 커리큘럼은 올바로시스템 실적보고 작성법, 대장 관리 방법, 사업장 폐기물 적정관리 방안, 폐기물 처분부담금 전반으로 구성됐다고 했다.

양주시는 폐기물 배출업계 관계자를 대상으로 한 이번 교육에 이어 폐기물처리·운반업체까지 확대 추진할 예정이라고 밝혔다.

양주시 관계자는 “이번 교육이 폐기물처리에 관한 올바로시스템의 사용 목적을 이해하고 시스템 사용능력을 한층 더 향상 시킬 수 있는 기회가 되었다”라며 “사업장폐기물의 적정 관리 유도로 폐기물의 불법처리를 근절하고 투명한 폐기물 관리체계를 구축하는 계기가 되기를 바란다”고 말했다.
