기자: 브레이크뉴스는 사람 향기 넘치는 세상을 만들고자 우리 주변 지역사회에 헌신하는 사람들의 이야기를 전달하는 프로그램을 기획하였습니다. 

 

그 첫 번째로 가평군의 청정계곡 지킴이로 나선 아람마을 사회적협동조합을 찾아갔습니다. 

 

아람마을 사회적협동조합은 지난 2022년 1년 동안 가평군의 계곡들에 대한 관리 용역을 위탁받아 마을주민들과 함께 새로운 관리 시스템을 도입해 운영했습니다. 

 

그 결과 계곡을 찾는 방문객들로부터 호평이 이어지고 있습니다. 본지는 가평 계곡을 효율적으로 운영하고, 가평 발전을 위해 노력하신 김종옥 이사장님과 신동진 사업단장님을 만나 이야기를 들어보겠습니다.

 

Q. 활동하시면서 어려웠던 점?

 

김종옥 이사장: 가일리에서 어비콘, 그다음에 운학리에서 구름떡, 그다음에 도대리에서 용소퐁닭을 저희가 이제 개발했는데요. 이 부분에서 판매를 사실 못했습니다. 그래서 주민 소득프로그램 이것을 각 마을마다 만들어줬는데요. 이 부분을 판매를 못 했는데요. 

 

이 부분에 있어서 행정하고의 행정의 도움이 있었어야 되는데, 그런 부분이 좀 부족했던 것이 저희한테 올해 이 사업을 하면서 이걸 못한 것이 좀 아쉬운 점이라고 생각합니다.

 

Q. 하천관리를 운영하면서 부족했던 점?

 

일단은 주민들이 거의 하셨는데 주민들 간의 협조가 사실 이제 저희와 협조가 잘 안됐고, 그 부분에서 어떻게 보면 소통이 안 됐다는 얘기죠. 

 

소통이 잘 안 돼서 그런 부분에 어려움이 있었고요. 어쨌든 간에 주민들하고의 소통이 우선인 것 같습니다. 그래서 주민들하고 자주 만나는 기회가 있었으면 좋겠고요.

 

어벤저스들이 하는 일에 있어서는 주민 소득프로그램을 만드는데 그 부분에서 저희가 노력을 하고 다 했지만, 행정에서 막히는 게 있습니다. 그래서 이 부분들은 좀 행적이 적극적으로 좀 도와줬으면 하는 개인적인 바람입니다. 

 

Q. 이사장님 신년계획은?

 

내년에는 올해도 마찬가지로 청년 두 달 살기를 했고요. 그다음에 플라스틱 방앗간, 그다음에 이제 하천 유지관리 사업을 했는데 이게 사실 저희 조합에서 이게 다 주민들하고 같이하는 사업입니다. 

 

그래서 내년에도 이 사업들을 계속 저희가 해나갔으면 하는 바람이고요. 해 나간다고 그러면 올해의 경험으로 토대로 해서 더 발전시킬 수 있는 자신이 있습니다.

 

Q. 주민이 잘사는 가평군을 만들기 위해 어떻게 해야되는지?

 

외지인이냐 원주민이냐 이런 부분에 있어서 많은 어떤 어려움이 있었습니다. 일하는 데 있어서도. 근데 그게 중요한 게 아니라 서로 이제는 소통하고 이 가평군을 위해서 누가 원주민이고 그다음에 외지인이고 다 같은 주민입니다.

 

그래서 이분들이 같이 상의하고 가평군 머리를 맞댄다면 가평군은 충분히 발전할 수 있다고 보고요. 외지에서 오신 분들을 보면 진짜 지식이 많으시고 머리 좋으신 분 많습니다. 같이 공생할 수 있는 그런 가평군이 됐으면 하는 개인적인 바람입니다.

 

Q. 가평 아람마을 사회적협동조합 소개

 

신동진 사업단장: 가평군에서 2017년도부터 주민주도 상향식 마을 만들기 사업 시작을 했습니다. 그래서 2019년도쯤 되니까 상향식 마을 만들기에 참여했던 마을들이 성장해서 마을들이 아 이제 우리 스스로 우리 서로를 돕는 중간 지원조직을 만들 필요가 있겠다 해서 2019년 12월 26일 날, 21개의 마을이 창립총회를 했어요. 

 

그래서 중간 지원조직을 직접 만들겠다.그리고 그다음 해에 2020년 11월 9일 날, 행정안전부로부터 사회적협동조합 인가를 받았고요. 그다음에 4월 8일날, 저희 조합이 법인을 설립하고 본격적으로 활동 시작을 했습니다. 

 

그래서 저희들이 하고 있는 일은 이제 21개 마을이 마을 발전 계획에 따라서 이제 이러저러한 사업들을 하고 있는데 그 사업 잘될 수 있도록 도와드리고, 또, 이러저러한 사업들이 있으면 마을에 소개도 드리고 또 마을에서 진행하다 보면 이러저러한 전문성이라든가 또 네트워크를 한다든가, 판매를 한다든가 여러 좀 도움이 필요한 부분들이 있거든요. 

 

특히 이제 회계 정산하고 이런 부분들 이런 것들을 저희 조합이 도와주고 있습니다.

 

Q. 청정계곡 하천관리에 대한 활동사항은?

 

가일2리 어비계곡하고, 그다음에 도대2리 용소폭포, 그다음에 운악리 조종천 3개 마을 3개 하천에 저희가 이제 주민분들이 직접 참여해서 하천 유지 관리를 할 수 있도록 도와드렸는데요. 

 

마을당 7분씩 해서 네 분은 환경보안관 세 분은 마을 어벤저스 그렇게 해서 운영을 했습니다. 

 

그래서 환경보안관 분들은 하천을 깨끗하게 관리한다든가 또 관광객들이 안전하게 놀다 가실 수 있도록 도와드렸고 어벤져스 분들은 이제 그 마을에 꼭 필요한 또 그 마을의 자원을 활용한 소득프로그램을 개발하는 일을 했습니다.

 

Q. 활동하시면서 보람찼던 점?

 

저희가 이 사업이 처음에는 그냥 어떤 일자리 사업처럼 될 가능성이 있었는데 이걸 ‘환경보안관’, ‘마을 어벤저스’ 이렇게 나눠서 운영을 했다라는 게 상당히 다른 지역에서도 봤을 때도 특이했었고 경기도에서도 좀 모범 사례로 뽑아서 이제 많은 이야기들을 했었습니다. 

 

그런데 특히 이제 어벤저스 분들하고 보안관들하고 같이 일을 했다라는 게 어떤 의미냐면, 이제 여기 원래 살고 있었던 선 주민분들하고 또 귀촌에서 역량이 있었던 분들이 서로 협업을 했다는 거거든요. 

 

그래서 가평군이 앞으로 발전을 하려면 이렇게 원래 살고 계셨던 선주민들이나, 또는, 외부에서 온 귀촌인들이 서로 협력해서 마을공동체 사업을 같이하는 것이 굉장히 중요한 일인데 우리가 이번 하천 유지 관리 사업을 통해서 그런 마을공동체 사업을 해나가는 하나의 모델을 만들었다라는 생각이 들고요.

 

이제 그런 부분들이 경기도에서도 사실 이번에 하천 유지 관리 사업을 다른 시군에서도 했었거든요. 그런데 가평군의 사업이 가장 잘 되고 모범적이고 선도적이었다고 해서 저희가 사례 발표도 하고 그랬었습니다. 그래서 그런 부분이 가장 보람찼다고 생각합니다.

 

Q. 앞으로 사업 계획은?

 

김종옥 이사장: 저희가 올해 가평 두 달 살기 사업, 플라스틱 방앗간. 그다음에 하천 유지관리 사업은 내년에도 공고를 하겠지만 신년에도 공고를 하겠지만 그걸 했으면 좋겠고요. 개인적으로 경험이 있어서 충분히 잘할 자신이 있고요. 

 

플라스틱 방앗간은 이게 저희가 사실 내년에 우리 조합에서 중점적인 사업으로 하려고 하고 있습니다. 환경을 위해서는 이게 꼭 필요한 거고요. 

 

그래서 이것도 이 플라스틱 방앗간이라는 재활용을 할 수 있는 플라스틱을 모아서 제품을 업 사이클링해서 제품을 만들고 이걸 다시 재활용하고 순환적으로 할 수 있는 사업이고요. 

 

주민들하고 같이 할 수 있는 사업이기 때문에 충분히 내년에도 이 사업을 성공시킬 자신이 있고요. 이 부분에서 지금 가평군 군청에 지금 저희가 전시회를 갖고 있는데요. 홍보도 나름하고 있습니다. 그래서 내년에 중점적으로 이 부분에 대해서는 중점적으로 할 생각입니다.
