김광섭 전 회장은 2003년부터 (사)한국쌀전업농양양군연합회 활동을 시작하여 2008~2009년까지 양양군연합회장, 2010~2013년엔 강원도연합회장, 2016~2019년까지 중앙연합회장까지 역임하며 헌신적인 봉사정신을 바탕으로 농업·농촌 발전에 크게 기여했다고 전했다.
