[김현우 기자 = 경기북부/강원] 16일 화천군 군납 협의회는 화천문화예술회관에서 열린 제26회 화천군 농업인의 날 기념식에서 이 같은 내용을 골자로 한 성명을 발표했으며, 오는 19일 협의회는 청와대와 국방부 등을 방문해 항의집회도 개최한다고 밝혔다.  

협의회는 건의문을 통해 “첫째, 경쟁조달체계 적용계획을 철회하고, 사단급 급식운영 융통성을 보장하는 현실적이고, 본질적 개선을 건의한다”고 밝혔다. 

이어 “둘쨰, 군사지역의 불편을 감수하며 신뢰로 안정적 군급식 농산물을 공급한 농민들을 외면하지 말고, 접경지역지원특별법 및 현 정부의 군급식 로컬푸드 확대 시범정책에 따라 농민과 군장병이 상생할 수 있는 군 급식 제도개선을 마련하라”고 요구했다. 

아울러 “셋쩨, 농민이 직접 재배한 국산 원재료를 사용한 질 좋은 김치를 군장병이 먹을 수 있도록 임가공 김치 납품제도를 개선하고, 넷째, 부실급식 주요원인과 동떨어진 방향으로 제도를 변경해 피해가 발생하지 않도록 책임있는 정책 추진을 요청한다”고 강조했다. 

화천지역 농업인들은 지난 1960년대부터 군 부식류 납품을 시작했고, 1970년부터는 ‘화천군 급식품목 계획생산 및 조달에 관한 협정서’에 기반해 건강한 먹거리의 안정적 군부대 공급으로 전투력 향상, 국가안보에 기여해 왔다고 했다.

김상호 화천군 군납협의회장은 “우리의 요구가 받아들여지지 않는다면, 생업을 포기하더라도 강경하게 투쟁해 나가겠다”고 밝혔다. 

최문순 화천군수는 “우리 지역 농축산물의 연간 군납 규모는 총 74개 품목, 6,070톤, 216억1,500만원에 달해 수의계약이 폐지되면 대부분의 군납농가가 위기에 처하게 될 것”이라며 “국가안보 차원에서도 군납 식재료에 외국산 등이 사용되는 것은 바람직하지 않다”고 했다.
