그동안 하계종목 동계 강화훈련비 지원 사업은 선수단 개인에게 직접 지원하는 방식으로 선수단이 자유롭게 훈련비를 사용할 수 있도록 지원하였으나, 사용처가 불분명하고 집행상황을 알 수 없기에 효율적인 보조금 집행·정산에 방해요인이 됐다고 했다.

도체육회에서는 금년부터 참가종목 단체로 보조금을 직접 지원하는 방식으로 변경하여, 종목에서 훈련 선수단에 대한 관심 증대와 실질적 필요 훈련용품(기구) 등을 직접 지원함으로써 예산의 효율적인 집행에 최선을 다하기로 했다고 전했다.

양희구 회장은 “동계 훈련을 실시함에 있어 훈련비가 종목 단체의 직접 집행·정산 관리를 통하여 꼭 필요한 사용처에 지원하는 것이 바람직 하겠다” 고 밝히며,  “내년 2월까지의 동계 훈련기간 동안 효율적인 예산 지원을 통하여 선수단의 값진 땀방울에 보탬이 되도록 지원을 아끼지 않겠다” 고 밝혔다.

한편, 2022년「제103회 전국체육대회」하계종목 동계 강화훈련비는 39종목 1,000여 명에 1인당 20만원을 기준하여 2억여원의 보조금이 지원됐다고 했다.
