[김일웅 기자 = 경기북부/강원] 지난 19일 경기도의회 김경호 의원은 경기도의회 가평상담소에서 경기도 친환경농업과로부터 가뭄대비 용수개발사업 성립 전 예산편성과 관련하여 보고 받고 이를 승인했다고 밝혔다.

정부는 최근 마른장마로 인해 가뭄이 심각해지자 긴급하게 가뭄대비 예산을 편성하여 각 지방자치단체에 교부했고, 이에 경기도는 국비 15억원, 도비 1억 8천만원을 긴급하게 편성하고 각 시군으로부터 수요조사를 요구하는 공문을 발송했다고 했다.

현재 가평군은 가뭄 대비하여 관정이 필요한 농가에 대해 신청을 받고 있다고 했다.

예산은 모든 세입과 세출에 있어서 예산을 편성하여 사용하도록 하고 있으나 성립 전 예산은 예산 승인 전에 자치단체장이 예산을 집행한 후 추경예산에 계상하여 의회의 승인 절차를 거치는 예산이며, 그러기에 의회의 승인 없이 긴급하게 사용한 후 추경에 반영토록 하는 예산이기는 하지만 경기도는 이를 성립 전 예산으로 사용하기 전에 의회 관련 상임위 위원장, 부위원장의 승인을 받도록 하고 있다고 했다.
