[김현우 기자 = 양주] 양주시는 오는 4월 30일까지 ‘2024년도 주민참여예산 편성을 위한 제안사업 공모 접수’를 실시한다고 15일 밝혔다. 

주민참여예산제도란 투명하고 효율적인 예산의 운영을 위하여 지방자치단체의 모든 예산 운용과정에 주민이 참여할 권리를 갖도록 보장하는 대표적인 참여민주주의 제도다.

주민참여예산 공모 사업의 총규모는 20억원 이내로, 양주시에 거주하는 시민이거나 관내 직장 또는 학교에 다니는 사람은 누구나 규모제한 없이 주민 생활불편, 복지향상, 보안 및 안전, 환경개선 등 양주시민의 삶의 질 향상을 위한 사업을 신청할 수 있다.

단 인건비·경상적 경비·행사성 경비, 타 공공기관 소관 사항, 단순 민원 성격의 비예산 사업, 특정단체에 지원하는 민간 보조지원 사업, 법령에 위반되거나 법적 다툼의 소지가 있는 사업, 상급기관·언론기관 등에서 지적된 사업 등은 공모대상에서 제외된다.

집중 접수 기간은 오는 4월 30일까지로 집중 접수 기간 외에 제안사업을 연중 상시 접수할 예정이다.

신청을 희망하는 시민은 양주시 홈페이지에서 사업 공모 신청서를 내려받아 작성 후 접수하면 된다.

제안된 사업은 담당 부서의 검토와 현장 확인을 거친 후 예산참여시민위원회의 심의 등을 통해 2024년 예산안에 반영되며 의회 승인으로 최종 결정된다.

양주시 관계자는 “주민들의 관심 어린 의견과 제안이 양주시가 새롭게 도약할 수 있는 발판이 되고 있다. 2023년에도 주민들이 더욱 적극적으로 참여하여 살기 좋은 양주시를 만들어 주시기를 바란다”고 말했다.
