[김현우 기자 = 원주] 원주시가 2023년 새해 ‘지속 가능한 원주 만들기’를 위한 본격적인 시동을 건다.

'지속가능발전 기본법' 제정(2022. 1. 4.)에 앞서 지난해 4월 지속가능발전TF팀을 구성하고 ‘지속 가능한 원주 만들기’ 시책을 구상해 온 원주시는 먼저 올해 초 ‘2040 원주시 지속가능발전 기본 및 이행계획’을 수립했다.

시민사회 주도의 주민숙의 과정을 거쳐 다음 세대를 고려한다(People), 자연 건강성을 지킨다(Planet), 다양한 참여를 증진한다(Partnership), 사회적 정의를 지향한다(Peace), 포용경제를 실현한다(Prosperity) 등 5P를 기준으로 ‘자연이 숨 쉬고, 시민이 즐겁고, 미래가 안전한 지속 가능한 도시 원주’라는 비전을 도출했다.

특히, 원주시의 지속가능성 확보를 위한 17개 지속가능발전목표(SDGs) 및 중점과제, 34개 단위사업, 114개 세부사업, 125개 성과지표를 발굴해 내년부터 본격적으로 사업을 추진할 방침이다.

또한, 지속가능발전 시책 추진 및 지속가능발전위원회 구성에 필요한 제도 정비와 구체적 실행 근거 마련을 위해 지난 23일 ‘원주시 지속가능발전 기본 조례안’을 입법예고 했다.

조례안은 원주시 지속가능발전 기본전략 및 추진계획 수립‧변경에 관한 사항을 비롯해 위원회 구성, 회의 운영, 위원회의 역할과 시장의 의무 등을 담고 있다.

입법 예고된 조례안에 대해 의견이 있는 기관, 단체 또는 개인은 원주시 홈페이지 시정소식 공고‧고시란을 참고해 다음 달 12일까지 의견서를 제출하면 된다.

원주시는 시민 의견 수렴과 원주시의회 심의를 거쳐 내년 3월 이전에 조례를 공포하고, 상반기 중 위원회 구성을 마칠 계획이다. 

원강수 원주시장은 “기본 및 이행계획 수립에 이어 조례 제정, 위원회 구성 등 원주시 지속가능발전을 위한 이행 체계를 착실히 구축하고 내년부터 관련 사업을 적극적으로 추진해 현재는 물론 미래 세대까지 아우르는 원주시 지속가능발전의 토대를 단단히 다져가도록 노력하겠다.”라고 말했다.

한편, 올해 1월 4일 제정돼 7월 5일 시행된 '지속가능발전 기본법'에 따르면 ‘지속가능발전’이란 지속가능한 경제성장과 포용적 사회, 깨끗하고 안정적인 환경이 지속가능성에 기초하여 조화와 균형을 이루는 발전을 의미한다.
