[김일웅 기자 = 경기북부] 19일 전국 지방의회 최초의 분원인 ‘경기도의회 북부분원’이 개소식과 함께 본격적인 운영에 돌입했다고 밝혔다.

 

경기도 북부지역 도민의 행정적 편의 극대화와 의정력 낭비 최소화를 위해 경기도의회가 사상 처음으로 추진한 북부분원이 개소함에 따라 현장중심 의정활동 활성화는 물론, 경기 남·북부지역 불균형 해소를 도모할 수 있을 것으로 기대된다고 했다.

 

경기도의회는 이날 오전 경기도 북부청사 별관 1층에서 ‘북부분원 개소식 및 현판식’을 개최했고, 개소식에는 장현국 의장과 박근철 더불어민주당 대표의원을 비롯해 북부분원 신설 추진위원회 위원장을 역임해 온 문경희 부의장과 위원회 소속 의원이 참석했다고 전했다. 

 

이와 함께 경기도청 이한규 행정2부지사와 이재강 평화부지사, 경기도교육청 조도연 제2부교육감, 김민철 국회의원, 위원회 위원인 김정호 신한대학교 행정학과 교수도 자리를 함께했다고 전했다.

장현국 의장은 “도민의 대의기구인 경기도의회가 남부에만 소재해 있으면서 북부지역 도민의 상대적 박탈감과 불편이 컸다”며 “오늘 북부분원 개소가 북부지역 의원의 의정활동 효율성을 높이고, 지역균형발전 정책을 발굴해내는 새로운 계기가 될 것이라고 믿는다”고 소감을 밝혔다.

 

이어 박근철 대표의원은 “북부분원 설치로 의원들의 회의와 업무를 위한 시간과 비용이 크게 절감돼 의정활동에 더욱 매진할 수 있는 환경이 조성되고, 북부지역 공무원의 업무효율도 더욱 높아질 것”이라고 덧붙였다.

 

별관 5층에 자리한 북부분원은 상임위원회 공용회의실과 공동집무공간 등 각각 110㎡ (33평) 규모의 2개 공간으로 구성됐으며 공용회의실에서는 업무보고와 예·결산안 심사, 행정사무감사, 회의 등이 진행되며 공동집무공간은 의원 집무실과 접견실로 활용될 계획이라고 했다.

 

회의실 사용은 13개 상임위별로 이용신청을 받아 이뤄지며, 상임위 소관 북부청 실·국 및 북부소재 공공기관이 많은 건설교통위원회, 경제노동위원회, 안전행정위원회 순으로 우선 배정되고, 경기도의회는 단기적으로 북부분원 전담인력을 두는 한편, 중기적으로는 1개 과 3개 팀 체제를 도입하는 등의 확대운영 방안을 검토 중이라고 했다.

문경희 부의장은 “수원 본원에 집중됐던 의정활동이 의정부 소재 북부분원으로 분담됨에 따라 의정활동의 효율성이 크게 강화될 것”이라며 “북부분원이 오랜 중첩규제로 고충을 겪어 온 도민의 마음을 위로하고, 북부지역 발전에 주요 역할을 할 수 있도록 최선을 다 하겠다”고 말했다.
