[김일웅 기자 = 경기북부] 3일 원주지방환경청 충주화학재난합동방재센터(이하 ‘충주센터’)는 충북 충주시 소재 미원스페셜티케미칼(주)에서 ‘사업장 맞춤형 화학안전 서비스’를 실시한다고 밝혔다. 

21년 1분기 전국에서 발생한 화학사고 건수가 평년과 유사한 것과 대조적으로 인명피해는 크게 증가한 만큼, 관리자의 안전관리 의식 제고와 종사자 대상 화학사고 대응 훈련·교육에 대한 필요성이 커지고 있다고 했다.

이번 맞춤형 화학안전 서비스는 유해화학물질 취급 사업장 직원들을 대상으로 환경부, 119화학구조팀 및 지자체에서 해당 사업장의 취급물질·시설 및 공정 등에 대한 사고 대응 훈련과 사고 예방을 위한 화학안전 교육을 실시한다고 했다.

사고대응 훈련은 119화학구조팀 주관으로 화재·폭발 및 유·누출 사고발생 시 신고요령, 보호복 착용실습 등의 내용으로 이루어지며, 화학 안전교육은 환경부와 지자체에서 각각 사업장 지도·점검에서 지적된 주요 위반사항, 현장개선 사례, 화학사고 발생으로 인한 수질오염사고 현황, 화학사고 방제 등 사례 위주로 현장감 있게 교육을 진행한다고 했다.

충주센터에서는 4.6(화)부터 9차례에 걸쳐 매주 충북권 유해화학물질 취급 사업장을 대상으로 화학안전 특별교육을 실시해 오고 있으며, 이번 맞춤형 서비스는 해당 사업장의 취급시설·물질 현황을 고려하여 진행되는 만큼 교육훈련의 효과가 클 것으로 기대된다고 전했다.

원주지방환경청 이창흠 청장은 “사업장 맞춤형 화학안전 서비스를 통해 유해화학물질 관리자의 안전의식을 높이고 관리 역량을 강화하여 화학사고 예방 효과가 클 것으로 기대되며, 대응훈련 실습으로 환경 및 인명 피해를 줄일 수 있는 계기가 될 것”이라고 밝혔다.
