경기도 양주시는 983년(고려 성종 2년) 양주목(楊州牧)의 신설 이후 천년의 역사를 자랑하는 경기북부의 수부(首府)이다.
지난해 강수현 양주시장이 당선되고 ‘양주시장직 인수위원회’에서는 아래와 같이 메시지를 던졌다.
“지금의 양주는 어디로 가고 있습니까?”
그러면서, ‘보여 주기식 공약, 형식적인 행정, 구색 갖추기 시정’에서 탈피해 새로운 희망과 역동적인 양주를 만들어 달라는 주문과 함께 강 시장은 동의한 바 있다.
이와 함께 양주시의 시정 비전을 ‘시민과 함께, 도약하는 양주’로 정하고 시정목표를 6가지 선포했다.
그중 우리 시민의 삶에 가장 중요한 것은 ‘행복동행의 복지도시’이다.
여기에는 “복지 인프라의 불균형 해소, 취약계층의 생활밀착형 복지실현, 행복추구권이 보장되는 참 복지실현, 양주형 아동돌봄 강화로 아동권 확대 등”을 이루어 "행복을 추구할 권리와 인간답게 살아야 하는 도시로 만드는 것"이었다.
그러나, 이번 양주시 조례로 위촉하는 ‘양주시 시정혁신위원회’에는 분과별에서 복지가 빠졌다.
50명의 혁신 위원 위촉 이력에는 복지 전문가는 눈이 보이지 않았다.
안보관련 군인, 다수의 경기연구원, 호텔전문가, 다수의 디자인 교수, 간호대학 교수, 기업인 등이 있지만, 복지관련 전공자는 없다.
복지정책은 갈수록 복잡해지고 다양화되는 정책 중에 하나이다. 특히, 양주시의 노인 인구는 초고령사회에 진입이 되어 약 18%에 육박한다.
양주시 복지예산이 전체 예산에서 30%를 넘나들거다. 그런데도, 양주시 복지정책 자문에서 복지 혁신은 제외됐다.
그렇다면, "지금의 양주시정은 어디로 가고 있습니까?"
복지와 관련한 공약과제인 ‘경기북부 공공거점 의료센터 유치, 아동·여성·어르신 종합지원센터 설치, 아동종합지원센터 건립, 대학병원 유치, 공공산후조리원 건립, 시립요양센터 건립, 24시간 어린이병원 건립 등 25개의 과제가 있다.
아울러, 정책 제안한 ’치매자유마을 조성 추진‘은 관련 국장이 의회에서 공식적으로 시정 답변을 했음에도 용두사미(龍頭蛇尾) 식의 행정은 혁신되어야 과제이다.
시민의 한 사람으로 공식적인 질문을 드립니다. 이런 막중한 복지정책이 있음에도 양주시는 시정혁신 자문이 필요하지 않는가요?
복지정책은 아무리 고민해도, 아무리 지원해도 끝이 없는 정책이기에 시정혁신자문 중에서 가장 많은 자문을 받아야 할 정책이다.
양주시장은 ’양주시 시정혁신자문위원회‘ 조례에 복지관련 분과 명칭을 삽입하고 복지전문가를 혁신자문위원으로 위촉해야 한다.
한편, 양주시장직 인수위원회에서는 최우선 중점업무 추진으로 “옥정 물류센터 허가 취소에 따른 이행방안 강구”였다. 그러나, 시장 공약임에도 불구하고 성급하게 ‘공약이행 포기 선언’을 단행했다. <이상>
