<김일웅 기자=포천/가평> 본 지는 16일 경기 가평·포천지역 제22대 총선(국회의원)에 출마하는 전직 가평군수 김성기 예비후보(국민의 힘)와 어느 조용한 카페에서 만나 인터뷰를 진행했다.

 

가평·포천지역이 다른 지역과 달리 국민의 힘 예비후보들이 대거 몰리면서 경선 격전지로 급부상했다. 가평·포천에 출마하는 예비후보자들은 전직 3선 군수 출신인 김성기 예비후보를 비롯해 총 7명이 출사표를 던졌다. 

 

현직 국회의원을 비롯해 용산의 행정관 출신과 비서관 출신 그리고 변호사 출신 등 다양한 예비후보자들이 몰려며 가평·포천의 비전을 들고 치열한 경선을 치러야 하는 곳으로 급부상해 과연 공천권을 누가 거머쥘지 귀추가 주목되는 지역이다.

 

이에 본지는 가장 공직 경험이 많은 전직 가평군수 김성기 예비후보를 만나 그의 속마음을 들어보기로 했다. 김성기 전 가평군수는 가평·포천 제22대 총선 출마를 선언하면서 국회의원 예비후보 등록을 마쳤다. 

 

그는 가평 공무원으로 시작해 경기도 도의원, 가평군수 3선으로 공직 생활만 45년을 지낸 행정의 달인이다. 강원도 춘천 출신으로 6살 때 가평으로 넘어와 가평 초·중·고를 졸업 가평 토박이라고 불려도 무방할 정도로 가평에 대한 애착심이 강한 사람이다. 

 

그러나, 지역구가 가평·포천이다 보니 김성기 예비후보의 난제는 포천이다. 과연, 포천시민의 마음을 어떻게 사로잡을 것인지? 또, 가평군민의 마음은 어떤 식으로 사로잡을 것인지? 그 비법은 무엇인지? 인터뷰를 통해 알아보기로 했다.

『<기자>

포천·가평의 “구원투수”를 자처하며 예비후보 출마 선언에서 피력하셨던 5가지의 가치관에 대해 언급하신 바가 있습니다. 그 첫째는 ‘진정한 소통’이고 둘째는 ‘사회통합과 협력’ 셋째는 ‘투명하고 공정한 정책’ 넷째는 ‘사회문제 해결’ 다섯 번째는 ‘지역발전과 국가안보.’라고 하신 이유에 관해 설명 부탁드립니다.

 

<김성기 예비후보>

저는 무엇보다도 정치가 미래를 대비하는 용기와 헌신을 지향해야 한다고 생각합니다. 그래서 다섯 가지의 가치가 매우 중요하다고 판단했습니다.

 

■첫째, ‘진정한 소통’은  

내가 하고 싶은 말을 하는 게 아니라, 상대가 말을 할 수 있게 잘 경청하고, 진심으로 대하는 것으로 생각합니다. 상대를 대할 때도 마찬가지로 세상의 원리를 가지고 소통하려고 하면, 이건 소통이 아닙니다. 

 

나의 주장만 내세운다면, 결국 상대는 마음속으로는 절대 들으려고 하지 않을 것입니다. 그래서 지역민들과 ‘진정한 소통’을 통해 함께 이루려고 하는 것이 중요하다고 판단했습니다.

 

■둘째, ‘사회통합과 협력’은

현재 절대적으로 필요한 요소입니다. 진영논란으로 양극화된 갈등이 최고조에 이르렀고, 곧 이 갈등은 지역민들 간의 상호 협력을 기대할 수 없는 현실이 되었습니다. ‘내 편, 네 편’을 가르며 적대적 양상을 보이고 지역민들끼리 적대적 감정을 가지고 갈등을 부추기는 양상은 지역 곳곳에 퍼져 있습니다. 

 

지역민들의 사회적 통합과 협력은 곧 지역발전을 의미하는 것이기 때문에 매우 중요한 사항입니다. 이번 기회에 45년 공직 생활 경험을 바탕으로 가평·포천 지역민들과 사회적 통합과 협력을 끌어내서 살기 좋은 가평·포천을 만들어 보고 싶습니다.

 

■셋째 ‘투명하고 공정한 정책’은

지역민들의 삶의 질을 높이기 위해 펼치는 정책입니다. 그래서 정책을 펼칠 때, 가장 중요한 것은 누가 보아도 투명성이라고 생각합니다. 그래야 그 혜택이 지역민들에게 골고루 돌아갈 수 있기 때문입니다. 

 

누군가가 공공의 이익이 아닌 개인의 이익을 위해 정책을 펼치게 되면, 지역민들에게 그만큼 혜택이 줄어들기 때문에 반드시 투명하고 공정한 정책을 펼쳐야 한다고 생각했습니다. 

 

■넷째 ‘사회문제 해결’ 은

국가적 차원으로 해결해야 하는 난제입니다. 지역의 사회문제 현안을 충분히 반영하며 목소리를 높여야 그나마 정부로부터 지원을 끌어내서 문제를 해결해 나갈 수 있습니다. 그러려면 행정적으로 전문성을 가져야 합니다. 저는 공직 생활 45년의 경험을 바탕으로 지역사회문제를 그 누구보다 잘 알고 있습니다. 

 

가평·포천지역은 인구가 줄어들고 일자리마저 줄어드는 상황입니다. 그래서 실질적이고 지속적인 해결을 위해 교육, 보건, 일자리 창출 등 다양한 분야에서의 정책 추진으로 사회문제를 해결해야 하므로 매우 중요한 가치라고 생각했습니다.

 

■다섯 번째 ‘지역발전과 국가안보.’ 는

매우 중요한 사항입니다. 가평·포천지역은 면적이 넓어도 산악 지형이 많아 실제 개발사업의 한계가 있습니다. 서울과 인접해 있으면서도 군사접경지역에 근접해 각종 규제로 지역발전에 걸림돌이 돼서, 지역민들의 삶은 매우 불공정한 삶을 살고 있습니다. 

 

이러한 지역적 불균형을 잘 해결해야 한다는 것입니다. 지역 현안을 충분히 파악해 필요한 사항들을 지역민들과 소통하여 만들어 가면 지역발전에 큰 성과를 이룰 것입니다. 또, 가평·포천은 군사 접경지역에 근접하다 보니 지역민들의 생명과 안전이 매우 중요합니다. 

 

이는 국가안보와 땔 수 없는 상황입니다. 그러기 때문에 국가안보를 강화하기 위해 안보정책 강화와 국방력 강화에 힘쓰는 것에 큰 가치를 두게 된 것입니다.

다른 후보자분은 KTX 유치 공약을 전면적으로 내세우며 포천·가평에 대형 국책사업 시행 가능성을 시사했는데요. 어떻게 생각하시는지요?

 

<김성기 예비후보>

일견 매력적으로 들릴 수 있는 이야기입니다. 그러나 현실성이 떨어지고 포천·가평 시민의 실제 삶과 밀착해 있다고 보기도 어렵습니다. 대형 국책사업은 기획재정부 의뢰로 KDI 예비타당성 통과를 전제로 합니다. 

 

포천·가평의 현재 인구수로는 면적 대비 비용 유효수요 확보가 충분하지 않아서 예비타당성 조사에서부터 난항을 겪으리란 것이 명백합니다. 공사비도 천문학적입니다. 도봉산-옥정 공사는 km당 536억이 들었고 옥정-포천은 km당 782억이 들었습니다. 이런 예를 놓고 본다면, 공사비 부담만으로도 KTX 대형 국책사업이란 게 과연 실현할 수 있겠는지 의심하지 않을 수 없습니다.

포천·가평은 더 젊어져야 하고 더 활기찬 지역으로 성장해야 할 필요성이 있다고 보는데 후보님 생각은 어떠신지요?

맞습니다. 포천·가평의 인구를 합치면 20만이 넘습니다. 여기에서 젊은 청년들이 차지하는 인구 비중은 40%에 그치고 있습니다. 그래서 평균 연령대를 더 젊게 만들어 활기찬 포천·가평을 만들어 성장시켜야 합니다.

 

소득과 자산이 부족한 청년들에게는 실질적 도움이 될 주거 안정 방안을 마련하려 합니다. 그래서 포천·가평에 주거를 희망하는 젊은 청년들에게는 일자리와 연계형 지원 주택을 공급하고 역세권 청년 원가 주택을 확보해 젊은 청년들의 유입을 통해 포천·가평을 더 젊어지게 하려 합니다.

 

또한, 교육에 많은 관심과 공공의 노력을 쏟아 글로벌 인재 육성을 위한 국제화 교육 발전 특구를 지정해 교육에 관심을 두는 젊은 청년들이 살기 좋은 포천·가평이라는 인식이 되도록 노력할 것입니다.

6군단 부지와 포천·가평에 유휴시설을 효율적으로 활용할 계획은 어떤 것이 있는지요?

가평에 있는 중앙내수면 연구소부지에 청소년 종합 아카데미 센터를 설립하고 수변구역에는 레져단지를 개발하고 자라섬에서 칼봉산에 이르는 지역에 생태 관광 지구 조성과 대한민국 1등을 넘어 아시아 최고의 캠핑 성지 조성을 할 것입니다. 이로써 신 인구 유입의 체류형 관광이 활성화되고, 일자리 창출과 문화 복지까지 상승하는 효과를 누릴 수 있겠지요. 

 

포천 6군단 부지를 졸속 난개발로 추진되지 않도록 ‘시민 정책 공모제’를 통해 시민이 바라고 원하는 지역 개발을 견인할 예정입니다. 또한, 포천·가평에서만큼은 국가가 책임질 수 있도록 제대로 된 시설의 전문병원을 건립해 내겠습니다.
