[김완영 기자 = 양주] 사단법인 포럼 경기비전(대표 김성수)는 경원권역(의정부, 양주, 포천, 동두천, 연천)에서 경기북부특별자치도 신설에 77.8%의 높은 찬성률과 북부 정치권의 호응이 잇따르고 있는 가운데 지난 15일(토) 고양어울림누리 별모래극장에서 ‘경기북부특별자치도 설치’를 위한 토론과 서명운동이 열려 주목을 끌었다. 

 

경기도는 지난달 21일 오후석 행정2부지사를 통해 오는 2026년 7월 경기북부특별자치도를 출범시키겠다는 목표를 발표한 바 있다. 

 

이번 토론회에는 준비위원장 황병열(포럼경기비전 고양시지부장), 대회장 김성수(포럼경기비전 대표), 고양특례시 이동환시장, 이범관(전 국회의원), 고조흥(전 국회의원) 등 약 200명이 참여한 가운데 임상오 경기도의회 의원이 좌장을 맡아 △장인봉(신한대학교 행정학과 교수) △오준환(경기도의회 의원) △현성주(북경기신문 편집국장) △구경서(국민대학교 정치대학원 특임교수)가 토론자로 나섰다.

먼저 황병열 준비위원장은 인사말을 통해“경기북부의 인구수는 2023년 기준으로 약 350만에서 400만 정도로, 부산광역시를 제치고 서울시와 경기남부에 이은 전국 인구 3위의 도시로써 행정서비스의 수요가 점차 증가하고 있다. 

 

경기북부의 지역총생산 규모는 2019년 기준, 경기도 전체인 약 78조 원 중 18%이고, 사업체 수도 경기도 전체 약 9만여 개 중 26%에 불과하며, 지역내총생산(GRDP)은 남부에 비해 60% 수준이다. 이에대한 해결 방안 중 하나가 행정구역 개편을 통한 경기북도 신설”이라고 강조했다. 

 

김성수 대회장은 “경기 북부지역은 지리적 이점에도 불구하고 국가 안보를 위해 수많은 규제들을 안고 희생해 온 지역이다. 그만큼 자율성을 토대로 정부규제들을 해결해 나가지 않으면 지역발전의 실마리는 풀리지 않는다. 도민이 원하는 현실과 미래비전을 제시하는 건설적인 논의가 이뤄져야 한다”고 설명했다. 

 

김기현 국민의힘 당대표도 축사를 통해 “경기도 지역 발전 연구와 규제완화 사업을 모색해 온 포럼경기비전은 민간주도형 싱크탱크로서 비전을 실천해 나가는 일에 앞장서 왔다. 오늘 토론회에서 정치권의 이해관계를 떠나, 오직 경기 발전을 위한 생산적인 해법과 유의미한 결과가 도출되길 바란다”는 의견을 전했다. 

 

김동연 경기도지사 역시 축사를 통해 “경기북부가 가지고 있는 360만 명의 우수한 인적 자원과 잘 보존된 자연환경, 평화의 상징성 그리고 풍부한 관광자원은 대한민국의 성장 동력이다. 경기북부특별자치도의 설치는 대한민국 성장의 중심이 될 것”이라며 응원했다.

이날 토론자로 나선 장인봉 교수는 경기북부의 성장 잠재력을 통해 국가 경쟁력을 강화하는 신성장 동력 창출의 필요성을 강조했으며, 오준환 도의원은 한강을 사이에 두고 경기북부와 남부의 생활권, 경제권이 분리되어 행정서비스 비용이 증가하고 있음을 지적했다. 

 

이어, 현성주 편집국장은 역대 도지사들의 의지 부족으로 미뤄진 자치도 신설이 이제는 민의실천 모델로 만들 것을 강조했다. 

 

또한, 구경서 특임교수 역시 분도의 국가적 과제와 분도에 관심을 보이지 않는 남도 주민들의 여론 형성과 설득도 중요함을 강조했다. 이날 토론회는 분도의 이유와 정당성을 협의하면서 아울러 미래 성장 동력으로써의 경기북부특별자치도 신설에 대한 참가자들의 긍정적인 여론을 이끌어 냈다는 평가를 얻었다.

 

한편, (사)포럼경기비전 김성수대표는 15일 총회를 통해 포럼 명칭을 (사)포럼케이비전으로 변경한다고 전했다

Gyeonggi Governor Kim Dong-yeon also delivered a congratulatory speech, saying, “The 3.6 million excellent human resources, well-preserved natural environment, symbolism of peace, and abundant tourism resources in northern Gyeonggi Province are the growth engines of Korea. The establishment of Gyeonggi Northern Special Self-Governing Province will be the center of Korea’s growth.”

 

Prof. Jang In-bong, who appeared as a panelist on the day, emphasized the need to create a new growth engine that strengthens national competitiveness through the growth potential of northern Gyeonggi Province. pointed out that it is increasing.

 

Next, editor-in-chief Hyun Seong-joo emphasized that the establishment of self-governing provinces, which had been delayed due to the lack of will of previous provincial governors, should now be made a model for public opinion practice.
