[남상훈 기자 = 원주] 지난 8일 원주지방환경청은 원주시를 관통해 흐르는 생명 물줄기인 원주천에 새 생명을 불어넣기 위해 관설지구 일대 신성교 일원 신촌천 합류부까지 약 1.58km 구간의 하천정비사업을 착공했다고 밝혔다.

 

원주천은 치악산 남대봉에서 발원하여 금대리와 관설동 등 원주시를 관통하여 섬강으로 유입되는 하천으로 그 중요성이 인정되어 지난 2020년 국가하천으로 승격됐다.

 

관설지구 하천정비사업은 제방축조 및 보강, 교량 재가설, 보·낙차공 개량과 기존 둑마루를 자동차·보행자 겸용도로로 확충하는 등 약 240억원의 사업비를 투입해 이달부터 오는 2026년 말까지 추진하며, 아울러 인접한 판부지구도 7월경 착공할 계획이다. 

 

원주천 하천정비사업은 원주천댐, 학성저류지 등과 연계되어 제방축조 및 보강을 통해 수해 경감과 제내지 침수 피해를 방지하는 등의 홍수예방 사업이다.

 

홍수시에도 안전하고 편리하게 마을 진출입을 할 수 있도록 기존 잠수교와 노후된 산성교를 재가설하고, 하천 횡단 시설인 보·낙차공 5개소를 어류가 상류를 거슬러 올라갈 수 있도록 어도를 설치하는 등 단절된 하천환경도 복원하는 친환경적 사업으로 추진된다.

 

또한, 자동차와 보행자 통행이 병용되어 안전사고 발생위험이 높은 기존 제방 둑마루 폭을 3.0m에서 8.5m(보행로 3.5m+분리화단 1.0m+유지관리용도로 4.0m) 자동차·보행자 겸용도로로 확장하는 등 지역주민의 요구사항을 반영해 안전이 확보되도록 할 계획이다. 

 

특히, 자동차·보행자 겸용도로구간에 설치되는 분리화단은 관상적 가치가 있는 기존 벚나무(약 150주)에 대하여 이설·복원해 쾌적하고 안전한 벚꽃길 관광지로 재탄생하게 된다. 

 

다만, 벚나무는 이식 후 활착이 어려운 수종으로 분류되어 있는 만큼, 전문가 참여로 우선 시범이식 등 모니터링을 시행하고, 그 결과에 따라 이식방법·시기 등을 결정하여 활착율을 최대화할 계획이며, 미활착 수목이 발생하는 경우에도 어느 정도 수령 있는 벚나무로 대체하는 등 경관조성에 최선을 다할 계획이다.

 

원주천은 하천연장이 짧고 하상구배가 급하여 강우 발생 후 짧은 시간에 많은 유량이 유입되어 범람위험이 매우 큰 하천으로 1998, 2002, 2006, 2010년 집중호우 및 태풍으로 인해 큰 피해가 발생한 바 있다.

 

특히 2010년에는 국지성 집중호우로 원주천 둔치 주변의 주택침수(24가구), 차량유실, 하천·도로 등 공공시설물의 피해도 250여건이 발생(출처: 원주시 풍수해 저감종합계획, 2011년)한 바 있어 수해방지를 위한 하천정비사업이 절실히 필요하다.
