[김현우 기자 = 경기북부] 경기도는 수도권과 비수도권을 분리해 평가하는 현행 예비타당성제도가 수도권 지역 도로 건설사업에 불리하게 구성돼 있다며 서울시·인천시와 함께 제도 개선 건의를 위한 공동 대응을 추진한다고 13일 밝혔다.

 

경기도는 현재 국토교통부에서 추진 중인 ‘제6차 국도‧국지도 건설계획(2026~2030)’ 수립을 앞두고 서울시·인천시에 공동 대응을 공식 요청할 계획이며, 경기연구원에서는 서울연구원·인천연구원과 공동으로 예타 제도 개선을 위한 연구용역을 추진한다. 

 

현행 제도상 국도와 국지도(국가지원지방도)를 신설하거나 확장하려면 기획재정부의 예타를 우선 통과해야 국토부의 5년 단위 국도‧국지도 건설계획에 반영할 수 있다.

 

문제는 2019년 4월 예타 제도가 개편되면서 평가항목 비중이 (수도권) 경제성(B/C) 60~70%, 정책성 30~40%, (비수도권) 경제성 30~45%, 정책성 25~40%, 지역 균형발전 30~40% 등으로 이원화돼 보상비가 높은 수도권 사업의 경제성 부담이 커졌다는 데 있다.

 

이런 이유로 경기도가 제5차 국도‧국지도 건설계획(2021~2025)안으로 건의한 24개 사업 가운데 예비타당성조사를 통과한 사업은 단 한 건도 없다. 

 

그나마 수도권 중 비수도권 평가지표를 적용하는 접경·도서·농산어촌 지역 사업 4개만 지역낙후도 및 위험도 지수 가점을 받아 제5차 국도‧국지도 건설계획에 포함됐다.

 

구체적으로 비수도권에서는 경제성(B/C) 0.16이던 사업이 종합평가(AHP)를 0.527 받으며 예타를 통과했지만, 도내에서는 경제성(B/C) 0.84의 평택 안중~오송, 0.80의 화성 우정~남양, 0.77의 용인 처인~광주 오포의 노선들이 모두 종합평가(AHP)에서 0.5 미달이라는 이유로 통과하지 못해 현 제도가 수도권에 상대적으로 불리한 구조라고 도는 설명했다.

 

이에 따라 경기도는 같은 수도권인 서울시·인천시와 공동 대응을 추진할 방침이다. 제6차 국도‧국지도 건설계획(2026~2030)이 오는 4월 수요조사를 시작으로 2025년 5월 예타 결과 발표, 2025년 12월 최종 고시 등으로 임박해 발 빠른 대응이 필요한 상황이다.

 

경기도는 제도 개선 건의뿐만 아니라 현 제도에서 종합평가(AHP)의 각 지표 이슈를 분석해 경제성 평가항목과 중복되거나 개념이 모호한 사항을 분석하고 정책성 평가항목에서 최대 점수를 받을 수 있는 방안을 모색하고 있으며, 이를 위해 지난 2월 24일 도와 시․군 도로 관계자가 모여 국도‧국지도 건설계획 사전 대응 회의를 개최하기도 했다.

 

오후석 경기도 행정2부지사는 “수도권 사업에 불리한 구조를 해결하기 위한 예타 제도 전반의 근본적인 논의가 필요한 시점”이라며 “문제해결을 위해 서울시, 인천시와 관련 내용을 공유해 협력방안을 모색하는 한편, 도내 시․군과 정책성 평가항목별로 설득력 있는 자료를 준비해 제6차 국도․국지도 계획에는 보다 많은 노선이 선정될 수 있도록 노력하겠다”고 말했다.
