기자: 최근 지방자치단체들이 개발사업 등을 추진하며, 주민과의 갈등이 끊이지 않고 있습니다. 

저희 브레이크 뉴스는 2023년 특집으로 주민 갈등이 일고 있는 현장을 찾아 지역민들의 소리를 찾아가는 기획을 꾸몄습니다. 

그 첫 번째로 경기도 가평군이 MOU를 통해 개발업자에게 자전거도로 태양광 발전사업을 추진 할 수 있도록 허락해준 사업에 대해 살펴보기로 했습니다. 

자연경관이 수려한 경기도 가평군 유답촌 마을의 박춘근 이장님을 통해 태양광사업의 부당함을 들어보겠습니다. 

Q. 하천리 마을 소개

박춘근 이장: 저희 마을은 170여 호의 가구가 아름다운 자연경관 속에서 조용하고 한적하게 살아가고 있는 전원 마을이 되겠습니다.

Q. 마을 주민들이 태양광 사업을 반대하는 이유는?

박춘근 이장: 저희 마을은 자전거도로를 사이에 두고 약 70여 가구의 두 부락으로 나뉘어져 있는 형태입니다. 현장을 보시다시피 본 자전거도로와 주민들이 거주하는 주택과는 불과 몇 미터 거리에 있습니다.

Q. 성우에셋 측에서 설명회를 진행한다고 했는데 연락왔는지?

박춘근 이장: 회사는 사업이 진행되기 전부터 주민들과 소통의 자리를 만든 바 없고 오히려 사업이 진행되던 때에 저희 주민 여러분이 현장에 방문하여 사업 내용에 대해 질의를 하였으나 단순히 경관 사업이라는 등 사업을 위장하고 답변을 회피하였습니다. 

심지어는 개인적인 친분이 있는 작업자한테 비밀리에 알아본바, 회사에서는 일체 사업 내용에 대한 함구령을 내렸다는 지시까지 저희가 입수한 바 있습니다.

이후 태양광 발전사업임이 분명해지고 가평군과 주민들 사이에 진정을 통한 민원이 진행되던 중에 회사 관계자와 한 차례 만남이 있긴 하였으나 주민들과 함께하는 소통의 자리는 아니었습니다.

Q. 청평 이장 협의회에서도 자전거도로 현안 대응 결과는?

박춘근 이장: 현재 청평면 이장협의회, 주민자치위원회, 체육회, 새마을 남녀지도자협회를 비롯한 주요관변단체 및 사회단제 등 8개 단체가 범연대를 구성하여 여러 방안을 논의하고 검토하는 과정 중에 있습니다.

Q. 대책위원회 진행상황 및 향후 계획은?

박춘근 이장: 자전거도로상에 태양광발전사업은 주민들의 주거 환경을 파괴하는 것에 그치지 않습니다. 라이딩과 산책 등을 즐기는 여러 동호회 및 생활체육인들의 접근을 저해하고 지역 균형발전에도 상당히 불합리한 조건으로 작용할 것입니다. 

이는 ‘관광가평‘, ‘에코피아가평‘이라는 가평군 행정 취지에도 상당히 어긋난다고 봅니다. 그러한 심각한 우려가 있기 때문에 청평면에서는 연대 구성을 통해 향후 가평군의 입장에 따른 범군민적인 계획을 수립하고 있는 것으로 알고 있습니다.
