[남상훈 기자 = 가평군] 서태원 가평군수가 지난 6일 박창식·유재혁 씨를 소통정책관으로 정식 임용한 것에 대한 논란이 일고 있다.

이들 두 사람은 지난해 10월부터 12월까지 약 3개월간 소통·정책 TF팀의 기간제 근로자로 활동한 성과를 바탕으로 소통정책관이라는 직책과 함께 6급 상당의 별정직 공무원으로 채용됐다. 

그러나 이들을 채용한 것을 두고 보은 인사라는 지적이 나오는 등 뒷말이 무성하다. 특히, 이들이 후보자 시절부터 서 군수를 보좌하는 등 최측근으로 잘 알려져 있는 인물들로, 서 군수는 이들을 별정직으로 채용하기 위해 가평군 조례도 일부 개정한 것으로 알려진다.

서 군수의 특별대우...이미 내정돼있던 소통정책관?

당초 박창식·유재혁 씨의 기간제 근로기간은 지난 2022년 12월 31일까지였다. 하지만 이들은 5일 후인 2023년 1월 6일에 별정직 공무원으로 임용됐다. 

행정안전부 자치법규 정보시스템에 공개된 자료에 따르면 가평군은 지난해 12월 7일 ‘가평군 행정기구 및 정원 조례’ 제6장 제22조 집행기관의 정원을 기존 780명에서 814명으로 개정했다. 

이후 ‘가평군 지방공무원 정원 규정(훈령)’의 자치행정과 6급 상당 별정직 정원을 일반 비서 3명으로 증원했다. 이를 2023년 1월 1일 자로 시행하도록 개정했다. 

이에 당시 가평군 인사팀은 지난해 12월 28일 세 자리로 늘어난 별정직 자리를 채우기 위해 채용계획을 수립했다. 다음날인 12월 29일 서 군수가 결제하면서 2명을 내정했다. 

그래서 지난 6일 이들은 조직개편으로 상시 기구화되며 명칭이 변경된 소통정책실의 소통정책관으로 임용된 것이다. 

그러나 조례개정 및 임용 절차가 진행되고 있을 당시 박창식·유재혁 씨는 기간제 근로 중이었다. 이에 대해 가평군 관계자는 “12월 말까지인 기간제 근로 계약과 1월 별정직 공무원 채용은 별개”라며 “규정이 개정되면서 별정직 자리가 늘어났고 거기에 대한 채용이다.”라고 해명했다.

또 이들이 근무하는 주무 부서의 실장도 채용에 대한 부분을 모르고 있었다. 주무 부서 실장은 “인사팀에서 1월 6일날 발령을 내서 알았다.”며 인사에 관해 사전 조율 등이 전혀 없었다고 말했다. 

이렇듯 '깜깜이' 인사가 이뤄진 배경은 알 수 없으나  주무 부서 실장은 편성된 8개월분의 기간제 예산을 삭감시킬 것으로 보인다.

다시 뭉친 측근 3인방...투자사업도 관여

박창식·유재혁 씨는 6급 별정직으로 임용됐기 때문에 ‘지방 별정직 공무원 인사 규정’ 제7조에 의거해 이들의 채용 절차는 생략됐다. 

또한 이들은 군 경력 가산으로 인사혁신처 공무원 봉급표에 따라 6급 3호봉에 준하는 보수를 받을 예정이다. 연봉으로 환산하면 약 2,800만원이다. 그러나 직급보조비·명절휴가비 등의 실비변상과 성과상여금 등의 수당을 합치면 연봉은 더 늘어날 전망이다.

하루아침에 기간제 근로자에서 공무원이 됐다. 그러나 이들에게 공무원 혜택이 전부는 아니다. 이번 인사를 통해 서태원 군수 측근 3인방이 다시 뭉쳤기 때문이다.
