Kim Dong-geun, Mayor of Uijeongbu, conflicting moves, Millak-dong OK, Gosan-dong NO “Why?”

-Double appearance in the residents' opposition project, the reason is Uijeongbu City's stake?

-Residents of Gosan-dong welcome Mayor Kim's enforcement of the ban with raised hands

-Residents of Millak-dong hold a meeting 4 months after inauguration..."Burst of anger"

[Reporter Nam Sang-hoon = Uijeongbu City] Uijeongbu Mayor Kim Dong-geun is showing conflicting views about a project that residents are opposed to, raising curiosity. It shows a difference in position on the cancellation of the logistics center in Gosan-dong, which is strongly opposed by local residents, and the establishment of the knowledge industry center in Millak-dong.

First of all, the place where Uijeongbu City is promoting the cancellation of the project after hearing the opposition of residents is the construction of the Gosan-dong logistics center, which is promoted within the urban development project of the complex cultural convergence complex in Gosan-dong, Uijeongbu City.

Gosan-dong distribution center canceled due to residents' opposition

The Gosan-dong Logistics Center is part of the Uijeongbu Complex Cultural Convergence Complex Urban Development Project, which first announced approval for the implementation of the project on April 30, 2018. The city is the largest shareholder with a 34% stake in Uijeongbu Rhythm City Co., Ltd., the implementation company. At the beginning of the business, the logistics center site was scheduled to be occupied by Smart Farm and Pororo Theme Park, but it was canceled as the owners expressed their intention to give up.

In response, former mayor Ahn Byeong-yong promoted the move-in of the logistics center on the basis of job creation and revitalization of the local economy. Since then, the development plan has changed several times, and Uijeongbu City has approved construction permits for both logistics center sites in November 2021 and May 22. In response, local residents formed the Gosan New Town Association and opposed it. It was found that not only the opposition protests, but also candlelight vigils and court proceedings against the mayor of Uijeongbu and licensed companies at the time.

Kim Dong-geun, mayor of Uijeongbu, insisted on canceling the logistics center since his candidate and elected days. He emphasized it enough to put forward as a representative pledge. Through various media interviews at the time, she revealed that “the residents’ opinions were completely ignored during the construction process, and as a result, the residents’ safety and living environment were threatened.” After his inauguration, he even organized a TF team related to the abolition of the logistics center as the No. 1 work order.

On the 25th of last month, Mayor Kim attended the 2nd plenary session of the 318th Uijeongbu City Council. According to the minutes of the meeting at the time the city council website was released, to the question of whether the municipal administration related to the logistics center changed its stance to a proposal for an alternative site rather than the cancellation of the distribution center, he said, “It is not like that, and the distribution center that has currently been licensed is blanked.” It will be dozens of times just what I said. Please believe and wait,” he reiterated his position on Baek Ji-hwa.

A lukewarm response to opposition to the establishment of the Knowledge Industry Center

As a case similar to the logistics center, the knowledge industry center (hereinafter Jisan Center) scheduled to be built in the area of 882 Millak-dong, Uijeongbu City is controversial. The main issue is the change of the district unit plan, but Uijeongbu City rejected the application for the establishment of the Jisan Center in 2019 on the grounds that it was not included in the district unit plan. However, in December of last year, the district unit plan was changed.

In response, parents and residents of Songyang Kindergarten in Uijeongbu, located near the planned site, formed an emergency committee and opposed it. This is because there are about 200 children between the ages of 3 and 5 attending Songyang Kindergarten. Residents are arguing that if the Jisan Center is built in a place isolated from a kindergarten and a road, it will be fatal to children's right to view, right to sunlight, and traffic safety.

In response, Uijeongbu Mayor Kim Dong-geun held a resident meeting on the Jisan Center on the 2nd. Mayor Kim said at this meeting that “the market has very limited room to intervene.” In addition, at the 3rd plenary session of the city council held on the 4th, it was revealed that the only thing that can be reviewed is the building law.

Regarding Mayor Kim’s lukewarm attitude, a city council member from Songsan, who attended the plenary session at the time, voiced criticism. It is that the knowledge industry center next to Songyang Kindergarten is being enforced despite residents' opposition, and they are not expressing a clear position.

Representative Lee Gye-ok, chair of the city and construction committee of the Uijeongbu City Council, also criticized Mayor Kim for his double appearance. Through the media, she is turning the arrow of criticism, saying, “Mayor Kim promised a’city where children are happy’ through the election announcement, but after taking office, he responded lukewarmly to the construction of the Jisan Center.”

Regarding this, an official from Uijeongbu City said, “It is a matter of reviewing whether or not to permit a private project, and there is no initiative. There is a difference from the logistics center in this area." He said, "Since the district unit plan was changed last year, the current mayor who took office this year has no discretion."

Currently, the residents of both sides have formed an association and an emergency committee, respectively, and are strongly opposed to the violation of the livelihood, safety, and learning rights of residents and children. Mayor Kim also expresses a strong position on the cancellation of the Gosan-dong logistics center, which he made as his representative pledge. However, while presenting thematic pledge projects and detailed pledges of 'making a city where children are happy' through the online mayor's office, the establishment of the Jisan Center in Millak-dong was actively pursued by holding a meeting on November 2, four months after the inauguration. is not showing

The residents of Gosan-dong and Millak-dong are looking forward to Mayor Kim's brave decision. However, judging from what Mayor Kim has shown so far, the residents of Millak-dong are burning their hearts at the prospect that the construction of the Jisan Center will not be stopped, contrary to expectations.
