[김현우 기자 = 양주시] 양주시는 행정안전부 주관 ‘2022년 제안활성화’ 우수기관에 선정된 데 이어 ‘2022년 중앙 우수제안’에서 국무총리상을 수상했다고 1일 밝혔다.

행정안전부는 올해 전국 중앙행정기관, 시·도, 시·도 교육청, 기초 지자체 등을 대상으로 정책제안 채택률 및 실시율, 제안숙성 채택 건수, 제안활성화 우수사례를 심사해 전국에서 총 6개 우수기관을 선정했다.

양주시는 제안 접수단계부터 시민이 공감하는 맞춤형 과제를 발굴하고 정책이 시정에 반영돼 시행될 수 있도록 마련한 단계별 플랜인 ‘시민 참여 리빙랩 프로젝트’를 비롯해 제안 창구의 다변화 전략의 일환인 ‘찾아가는 혁신 기획단’, 청년 정책 제안 참여 활성화를 위한 ‘청년 정책 제안 스터디’ 등의 운영 성과를 인정받아 우수기관으로 선정돼 국무총리 표창을 수상하는 영예를 안았다.

특히 전년 대비 제안 실행 건수가 59건에서 82건으로, 7% 이상 증가했으며 수준 높은 정책 제안이 접수·실시된 점이 부각돼 심사에서 큰 호평을 받았다.

또한 시는 행정안전부에서 진행한 ‘2022년 중앙 우수제안’ 공무원 제안 부문에서도 양주시 정보통신과 박재석 팀장의 ‘코로나19 격리통지서 일괄 통지 시스템’이 동상에 선정돼 국무총리 표창을 연이어 수상하며 경기북부 중심도시 양주시의 위상을 한껏 높였다.

‘코로나19 격리통지서 일괄 통지 시스템’은 코로나19 확진자 격리통지서를 개별 출력해 문자 메시지로 보내던 방식에서 벗어나 PC 소프트웨어를 활용한 이미지 일괄 변환과 민간 메시지 서비스를 활용, 새올행정시스템 내에서 격리통지서를 일괄 출력·발송할 수 있는 기능을 구현해 업무시간을 획기적으로 단축한 점을 높이 평가받았다. 

새올행정시스템을 통해 전국 배포된 이 시스템은 서울시, 부산시 등 40여 개 지자체에서 도입, 코로나19 오미크론 변이 확산에 따른 격리통지서 발급·수령 업무로 과중된 보건소 직원들의 업무 부담을 경감하고 체계적인 확진자 관리에 행정력을 집중할 수 있도록 기여했다.

강수현 시장은 “시민과 공무원 모두의 의견 하나하나가 모여 제안이 되고 실제 정책으로 이어지는 과정을 보며 참여와 소통이 혁신의 출발점이라는 것을 다시 한번 확인했다”며 “앞으로도 다양한 정책 제안을 장려·개발해 시민과 함께 도약하는 양주를 위한 행정서비스가 시정에 반영될 수 있도록 적극 노력하겠다”고 밝혔다.
