[김현우 기자 = 경기북부/강원] 최근 여름 휴가철을 맞아 관광객들에 대한 안전문제가 이슈로 떠오르고 있다. 가평군에는 약 210여 개 캠핑장들이 모여 있다. 따라서 안전에 대한 중요성은 더욱 요구된다. 그러나 경기도가 실시한 특정감사에서 중·대형 캠핑장 24곳이 안전기준 미달 지적을 받았다. 더욱 큰 문제는 불법 시설들이다. 관광 메카를 지향하고 있는 가평군으로서는 안전에 대한 대책 마련이 시급한 실정이다.

최근 경기도는 여름 휴가철을 맞아 관광객들의 안전 예방을 위해 5월 9일부터 24일까지 시민감사관 7명과 합동으로 관내 중·대형 캠핑장 79곳에 대한 위생 및 안전 관리실태 특정감사를 실시했다.

 

감사 결과, 79개 중 1곳을 제외한 78곳이 안전설비 부적합 등 안전기준에 미달한 것으로 나타났으며, 감사를 통해 지적된 총 건수는 456건에 달했다.

 

부적합 시설로 지적된 456건 중 소화기, 연기감지기, 일산화탄소 경보기 등 안전설비 미설치가 가장 많은 부분을 차지했고, 그다음으로 야영장 업 등록기준과 토지 관계 볍령 등 위반이 많았다.

 

또한, 이번 감사를 진행한 캠핑장 79곳 중 가평군 소재 캠핑장이 24곳이며, 전체가 안전기준에 미달한 것으로 밝혀졌다.

 

캠핑장 안전 문제에 대한 지적은 계속해서 이어져 왔다. 지난 1999년 6월 경기도 화성군 서신면 백미리(현 화성시) 소재 씨랜드 청소년수련원에서 큰 화재가 발생한 이후 지속적으로 안전에 대한 대비책이 요구됐다. 

 

당시 유치원생 19명과 인솔교사 및 강사 4명 등 총 23명이 사망하고 5명이 부상을 당하는 등 대형 인명사고는 사회문제로 발전, 캠핑장 등 놀이시설들의 안전을 되돌아보는 계기가 됐다.

현재, 가평군의 허가를 받고 운영되고 있는 캠핑장은 총 210곳이다. 가평군이 자체적으로 진행한 안전 점검에서 지난해 캠핑장 10곳, 올해 현재까지 3곳이 안전관리에 문제가 있는 것으로 파악됐다. 

 

그러나 여름 성수기 이전 마무리 됐어야 할 안전 점검은 아직까지 진행 중이다. 가평군 안전 점검 인원이 단 두 명으로 일손이 너무 부족하다는 이유 때문이다. 

 

이뿐만이 아니다. 또 다른 문제는 허가를 받지 않고 운영하는 캠핑장들이다. 법의 사각지대에 있는 불법 캠핑장들은 감사를 받지 않기 때문에 안전설비 설치 유뮤조차 파악되지 못하고 있다.

 

이에 대해 가평군 관계자는 “작년 불법 캠핑장 적발은 총 6건이며, 올해는 현재까지 5건, 그리고 추가로 20개 정도 예상하고 있다”고 설명했다.

 

또한, “현재 캠핑장 210개 전체를 다 확인하기에는 인원과 시간이 부족하다. 불법 캠핑장도 조사하는데에 있어 시간이 많이 걸린다. 그래도 여름철을 맞아 계속해서 안전검사를 진행하고 있다”고 답변했다.

 

가평군의 또 다른 관계자는 “인원이 부족한 부분에 대해 공감한다. 상부에 인원 추가를 건의할 예정이며, 상황에 따라 더 요청할 계획이다. 인원이 충당되면 불법 캠핑장 조사와 안전 점검에 대해 확대할 수 있다. 또한, 관광객들이 안전한 여행을 할 수 있도록 최선을 다하겠다.”고 말했다.

 

이처럼 가평군은 많은 캠핑장이 있음에도 불구하고, 화재 사고 예방 대응 등 안전문제에는 미흡한 모습이다. 가평을 찾는 관광객들은 매년 증가세를 보이고 있다. 이에 가평군도 관광인프라 확충에 최선을 다하고 있다. 그러나 관광객들의 안전이 담보되지 못할 경우 가평군의 노력도 물거품 처럼 사라질 수 있다.
