[남상훈 기자 = 경기북부/강원] 김동연 더불어민주당 경기도지사 후보가 지난 22일 페이스북 메시지를 통해 ‘공공플랫폼 공약’을 발표했다고 전했다.

김 후보는 “플랫폼 경제가 발전하면서 우리 삶이 한층 편리해지고 있지만 특정 분야에서 독과점적인 거대 플랫폼 기업이 등장해 시장이 왜곡되고 기술혁신이 저해되고 있고, 또 소비자와 해당 분야 종사자의 기여로 축적된 테이터에 기반한 이익도 적정한 재분배 없이 거대 플랫폼 기업이 독점하고 있다”고 밝혔다.

이어 “임기 내에 경기도형 공공플랫폼 ‘K-특급’을 통해 거대 자본의 플랫폼 시장 독과점을 견제하면서 골목상권과 종사자, 소비자가 상생하는 지역경제 모델을 만들겠다”고 공약했다. 

김 후보는 특히 이재명 전 경기도지사가 시작한 ‘배달특급’을 한층 업그레이드하는 방식으로 공공플랫폼을 확장해 ‘이재명 정책 노선’을 충실히 이어갈 의지를 분명히 했다고 전했다. 

그는 “이재명 전 지사가 지방정부 차원에서나마 플랫폼 시장 독식의 문제점을 보완하고 골목상권에 분배를 강화하려고 고안한 것이 바로 공공플랫폼 ‘배달특급’이었다”고 소개하면서 “‘이재명이 씨앗을 뿌리고 싹을 틔운 공공플랫폼을 이제는 김동연이 꽃피우겠다”고 강조했다.

김동연 후보는 “‘배달특급 2.0’에서는 기존 배달특급을 더욱 고도화해 경쟁력을 강화하고, 지역 특산물 유통 등 기초지자체와 함께 특화된 사업을 개발하겠다”면서 “이를 통해 소비자의 선택권을 늘리고 지역화폐와의 연계를 강화해 지역 경제 활성화를 이루겠다”고 말했다. 

최근 엔데믹 상황에서 사회 문제로 대두되고 있는 배달 라이더의 일자리 안정성을 확보하고 안전배달을 위해 노동환경을 개선하겠다는 의지도 보였다고 전했다.

다음으로는 ‘택시특급’을 새롭게 런칭 할 계획을 밝혔다. 

현재 택시호출 플랫폼은 특정 거대 플랫폼기업이 시장의 80% 이상을 점유하고 있으며, 이 기업은 자본의 힘을 빌려 무료 서비스로 시장을 장악한 뒤 지속적으로 유료 서비스를 개발하고 있고, 택시 호출 시장은 거대기업이 주도하는 독과점 플랫폼의 전형적인 문제점을 보여주고 있다는 비판을 받고 있다고 했다.

이에 김동연 후보는 “택시특급을 통해 대중교통 정액환승할인제를 도입하고 대중교통과 환승할 수 있게 해 도민들의 편의를 늘리겠다”고 강조했다. 

택시도 준 대중교통수단으로 간주해 버스, 지하철 등 여타 대중교통과 연달아 이용할 경우 환승할인을 제공하겠다는 뜻이며, 또 지역화폐와 연동하면 할인과 마일리지를 제공해 도민의 이동 편의성과 경제성을 강화할 계획이라고 했다.

마지막으로 중장기적으로는 원스톱 교통플랫폼인 ‘모빌리티 특급’을 구축하겠다는 뜻을 밝혔다.

김동연 후보는 “미래로 나아가는 모빌리티 특급은 민관 상생 플랫폼이며 스마트 시티로 가는 초석이 될 것”이라고 강조했다. 

이외에 앞으로 K-특급의 공공플랫폼 브랜드를 더욱 확장하고 발전시켜 청년과 노인층, 경력단절 여성들에게도 안정적 일자리를 제공한다는 계획이라고 전했다. 

또한 숙박, 대리운전 등 공공성 강화가 절실하고 도민들의 실생활에 필요한 분야로 서비스를 확대해 사회 안정망 조성에 나설 전망이라고 했다.

도민들의 실생활에 밀접하게 다가와 있는 플랫폼은 OECD나 UN 등에서는 이미 공공성이 매우 높은 사회적 기반시설로 인식하고 있으며, 유럽에서는 데이터법과 소비자 보호법, 미국에서는 페이스북을 분할하는 방안까지 논의 중이지만 국내에서는 온라인플랫폼법 등 관련 법안이 국민의힘의 방해로 보류되어 독과점 기업의 폐해를 막을 방도가 없는 실정이라고 했다.
