[김현우 기자 = 경기북부/강원] 가평군 상판리 거접사격장 매입을 놓고 지역 주민들의 불만이 커져가고 있다. 2019년 4월 민·관·군협의체를 구성한 이후 매년 협상만 진행 될 뿐 진전이 이뤄지고 있지 않기 때문이다. 

주민들의 고통이 이어지고 있는 가운데 오는 25일 국방부는 상판리 좋은 아침 연수원에서 거접사격장 관련 주민 설명회를 개최한다. 

앞서 지난 5월 11일 가평군 조종면 사무소에서 군관계자와 가평군 관계자 그리고 주민일부가 모여 설명회 개최에 대한 사전 협의를 진행했다.

이날 협의는 언론을 배제한 채 진행됐다. 협의를 추진한 국방부 7군단은 주민설명회를 통해 거접사격장 피해 주민들의 토지 매입에 대한 논의를 한다는 뜻을 밝혔다.

국방부가 거접사격장 인근 토지 매입 계획을 밝힌 것은 지난 2021년 12월이다. 국방부는 계획을 밝히며 주민설명회를 진행하겠다는 약속도 함께했다. 

그러나 사격장 인근 부지 매입이 원만하게 이뤄질 것인지 의문이 제기되고 있다. 

국방부의 사격장 관련 태도가 일관성을 보이지 못하고 있기 때문이다. 국방부는 지난 2019년 민·관·군협의체를 구성한 이후 사격장 이전을 검토했다. 이후 사격장 부지를 선정하는 데 어려움을 겪던 국방부는 2년여가 지난 2021년 부지매입으로 방향을 전환했다. 

국방부가 사격장 이전 검토하는 2년 동안 주민 피해는 계속됐다. 

국방부가 거접사격장을 통해 훈련을 시작한 것은 지난 1972년이다. 군은 약 48년 간 거접사격장에서 훈련을 지속해왔다. 해마다 전차포사격과 전술훈련을 약 10여 차례 실시하고 있다. 

주민들은 훈련 때 마다 소음과 진동은 물론 유리창이 깨지는 등 피해가 속출하고 있다고 호소해왔다.

2019년 2월 19일 상판리 마을 주민들은 거접사격장에서 포사격 훈련을 위해 진입하려는 전차를 막는 대규모 시위를 했다. 이에 국방부는 2019년 4월 거접사격장 관련 민·관·군 협약식과 함께 4월 10일에 첫 협의회를 가졌다.

이 날 사격장 폐쇄 및 이전 로드맵 제시, TNT와 RDX 환경오염 조사 및 피해 보상과 군부대 사격훈련 횟수와 시기 등의 협의가 있었다.

두 번째 협의는 2019년 5월 9일 이뤄졌다. 협의는 사격훈련 개시 입장 고수의 국방부와 훈련 중단을 요구하는 주민들 사이 이견이 있어 진전이 이뤄지지 않았다. 

이후 몇 차례 진행된 회의에서도 상과가 없기는 마찬가지였다. 결국 당시 주민대책위원회는 2021년 9월 국민권익위원회와 국방부, 경기도 등 관계기관에 거접사격장 폐쇄를 요구하는 공문을 발송했다. 

이에 국방부는 2021년 12월 거접사격장 인근 사유지 매입 추진계획을 공문을 통해 알려왔다. 공문에서는 1차적으로 사격장 주변 거주지를 우선 매입하고, 2022년 5월 이전 감정평가를 완료하겠다고 밝혔다. 

그러나 국방부가 내세운 거접사격장 인근 사유지 매입 추진계획은 현재까지 아무런 성과를 보이지 못하고 있다.

한편, 국회 국방위원회 2022년 예산안 분석 자료에 따르면 거접사격장 관리를 맡고 있는 7군단은 올해 총 217억원이 들어가는 간부 숙소를 신축 중이고, 양평권 간부숙소도 352억원을 들여 건축 중이다. 

상판리 주민들은 48년 동안 소음, 진동에 시달리고 있다. 주민 피해는 뒤로 한 채 간부 숙소에 수백억을 들이고 있는 국방부 행태에 주민 불만은 증폭되고 있다. 거접사격장 매입은 국방부 의지가 관건이다. 국방부가 국가안보라는 명목으로 주민피해를 강요하는 것은 아니길 바랄 뿐이다.
