[김일웅 기자 = 경기북부/강원] 2월 25일 김상회 전 청와대 행정관(수원특례시발전연구소장)은 페이스북에 전날(24일) 수원시공동주택리모델링연합회 관계자들과 간담회를 열어 리모델링 사업에 대한 의견을 경청한 소식을 전하며 “쾌적한 주거환경과 삶의 질 향상을 위해 최선의 노력을 다하겠다”고 다짐했다.

권선구 소재 삼천리2차아파트리모델링조합 사무실에서 진행된 간담회에 참석한 리모델링조합 관계자들은 리모델링 촉진 및 지원을 요청했다고 했다. 

수원시청에 공동주택 리모델링 전담부서가 있으나 담당공무원은 1명뿐으로 업무 추진이 더딜 수밖에 없다는 지적도 나왔다고 했다.

최근 언론보도에 따르면, 2021년 말 기준 준공 후 15년이 지난 수원시 관내 리모델링 대상 아파트 단지는 366개(2022동) 약 15만 가구라고 했다. 

수원지역 전체 아파트의 67%에 해당하며, 오는 2025년 기준 414개 단지 18만6288세대가 리모델링 대상 가구로 해당(정체 아파트의 80.9%)할 전망이라고 했다.

김상회 전 행정관은 “수원시는 2016년 리모델링 기본계획을 수립했음에도 제대로 계획이 이행되지 않고 있는 실정”이라며 “노후 아파트의 신속한 리모델링 추진은 쾌적한 주거환경과 삶의 질 향상을 위해 그 어떤 사업보다 우선해야 하며, 강력히 추진해야 할 일”이라고 강조했다.

이어 “수원시장 출마를 준비하며 수원특례시의 비전으로 공감과 소통으로 시민과 환경을 책임지는 ‘돌봄도시, 케어링시티 수원’으로 제시했다”며 “자족도시로서 지역경제 선순환이 이루어지고, 행복한 인간의 삶 전반과 이에 필요한 환경을 쾌적하게 조성하자는 취지”라고 설명했다.

김상회 전 행정관은 “수원시 공동주택 리모델링 현안과 맞물려 저는 ‘유능한 경제 대통령’ 더불어민주당 이재명 대통령 후보의 4대 대전환 공약 중 ‘주거 대전환’에 적극 공감한다”고 밝혔다.

특히 김상회 전 행정관은 “이재명 대통령 후보의 ‘주거 대전환’ 공약에서 제가 주목하는 것은 재건축 안전진단 기준 합리적 개선, 노후공동주택 리모델링 시 세대수 증가, 수직증축 허용 등”이라며 “수원시 노후공동주택 리모델링의 신속한 추진에 크게 도움이 될 것”이라고 강조했다.

또한 “저렴한 비용, 장기간 거주, 고품질의 기본주택 140만호 공급, 공공택지 원가공급, 분양가상한제, 분양원가 공개로 ‘반값 아파트’ 공급, 500% 용적률인 4종 주거지역 신설 등도 주거복지 실현을 위해 꼭 필요한 내용”이라고 소개했다.

김상회 전 행정관은 “수원시 차원에서는 공동주택 리모델링 지원기금 조성 지원을 할 수 있는 조례를 적극 추진해 행정이 적극 지원할 수 있는 토대를 만들어 수원시민들께 보다 쾌적한 주거환경에 제공하도록 노력하겠다”고 약속했다.

한편, 김상회 전 행정관은 문재인 정부의 ‘청와대 대통령비서실 자치발전비서관실 행정관’을 역임한 지방자치 전문가다. 최근 전국특례시시장협의회 특별보좌관, 더불어민주당 정책위원회 부의장, 더불어민주당 선대위 민생우선대전환플랫폼 부위원장, 더불어민주당 경기도당 선대위 선거대책본부 공동부본부장으로 활동하고 있다고 전했다.
